Description
The Huntington District Corps of Engineers intends to procure a contract for Drilling Services for the Great Lakes and Ohio River Division. The contractor shall furnish all supervision, labor, supplies and materials to determine the type, nature, ch aracteristics and present extent and condition of subsurface materials at various locations in the Great Lakes and Ohio River Division geographical boundaries (including all of the states of WI, MI, NY, IN, IL, OH, PA, MD, WV, KY, VA, TN, NC, AL and GA). The contract will be awarded as a firm-fixed price indefinite delivery type contract. Contract period will be for a base period of one year with a provision for two option years for a total amount not-to-exceed $2,000,000.00 million. The award will be ma de as a whole to the offeror with the lowest cost whose proposal conforms to the solicitation and is considered by the Contracting Officer to be technically acceptable. The contractor will be required to provide one drilling rig to the work site within 2 4 hours of notification; two rigs within 72 hours of notification; and six rigs within a week of notification. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance). RATING CRITERIA: 1. Specialize d Experience and Technical Competence; 2. Past Performance in Similar Work; 3. Professional (Personnel) Qualifications; 4. Capacity (Ability of Offeror to Provide Required Physical Plant and Supplies); 5. Supervision and Administration; 6. Safety; 7 . Quality Control; 8. Location of Firm in the General Geographic Area and; 9. Small Business and Small Disadvantaged Business Participation. Solicitation documents will be available on December 7, 2006. This announcement is open to all businesses reg ardless of size. The NAICS code for this procurement is 541330 with a size standard of $4,500,000.00 in average annual receipts. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontra cting plan on that part of the work it intends to subcontract. The plan is not required with your technical proposal. To be eligible for contract award, all contractors must be registered in the DoD Central Contractor Registration (CCR).
