- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), Cedar City, UT., intends to issue a sole source purchase order to Ly-Con to increase the horsepower output of the 0-320 engine and the 0-360 engine in the Super Cub Aircraft. This necessitate the engines be disassembled, upgraded and reassembled by an aircraft engine overhaul/rebuild facility which is Federal Aviation Administration (FAA) approved to perform such a procedure as porting and polishing cylinders and still remain within engine type certification. We know of no other overhaul facility in the United States that has been approved by the FAA and the engine manufacturer Ly-Con to perform such an upgrade. The proposed contract action is for items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR Part 12. Questions should be direct to charlene.l.lambert@aphis.usda.gov
