Service-Disabled Veteran-Owned

Description
This announcement is to solicit interest for the establishment of Blanket Purchase Agreements (BPAs) with Service Disabled Veterans. This requirement is restricted to service-disabled veteran-owned small business concerns. NAICS solicited are 4218 10/423810 Construction and Mining (except oil well) Machinery and Equipment Merchant Wholesalers, 421820/423820 Farm and Garden Machinery and Equipment Merchant Wholesalers, and 421830/423830 Industrial Machinery and Equipment Merchant Wholesalers. The sm all business size standard for all three listed NAICS is 500 employees. Equipment may be purchased or rented. The BPA duration will be 1-year and may be extended at 1-year increments not to exceed 5 years. Establishment of BPAs does not imply any agree ment by the Government to place future contracts or orders with the BPA holders. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The establishment of BPAs does not justify purchasing from only one source. The Government intends to award multiple BPAs for this requirement. Price reasonableness will be determined by competing BPA calls among BPA holders. If, for a particular purchase greater than the micro-purchase threshold, there is an insuffic ient number of BPAs to ensure maximum practicable competition, the contracting officer shall solicit quotations from other sources and make the purchase as appropriate. Orders may be placed for Vicksburg District, St. Paul District, Rock Island District, St. Louis District, Memphis District, or New Orleans District. BPA holders will be selected based on successful past performance. Responses to this announcement must include past performance information to include contact names, addresses, phone numbers , contract numbers as well as a description of the supplies/services provided. Point of contact is Brandy Ellison at brandy.m.ellison@mvk02.usace.army.mil. A solicitation will not be issued. Reponses to this announcement must be received not later than 30 November 2006, 4:00 PM central time to be considered. All responsible service-disabled veteran-owned small business concerns may submit an offer, which if submitted timely, will be considered. All respondents must have an active registration at Centra l Contractor Registration www.ccr.gov. Responses shall be mailed to Brandy Ellison, Vicksburg Consolidated Contracting Office, USACE, Vicksburg District, 4155 Clay Street, Vicksburg, MS 39183-3435.
