Description
Networked Integrated Logistics Support System (NILSS) for the Tobyhanna Army Depot (TYAD), Tobyhanna, P A 18466 which will provide access to logistics databases (including specifications, standards, and logistics part number research information) via Tobyhanna Army Depot's Local Area Network (LAN). Subscription services to technical information shall be desktop accessible driven to individual Government-owned Personal Computers (PCs). The system shall have interactive search capabilities for each char acteristic and parameter and/or a combination of characteristics and parameters as specified. Access to the data for each subscription should include print capability as well as view capability. Print capability shall be designed to operate using Microsoft Windows print options. Contract to include a Base Year and four option years. Contractor to provide all labor, material, equipment, transportation, communication lines, training, passwords, and incidentals necessary for simultaneous multiple-user access t o a networked information system, shareable across TYAD's LAN. The NILSS shall be on-line accessible via a dedicated 256K or better extranet frame relay line. The contractor shall be responsible for all system unique data, hardware, software, on-site licen se, installation, and on-site training. The NILSS shall be menu driven and user friendly with on-line help available from within the databases. The contractor shall provide a toll free customer service and assistance hot line to be available between the ho urs of 8:00 am to 4:00 pm Eastern Standard Time, The NILSS shall consist of a Core Database(s), which shall provide parts research and logistic information, a Department of Defense (DOD) Standards Database capable of providing military specifications and standards dating back to 1970 or older, and a DOD Directives Database, which shall provide all unclassified directives issued by components of the DOD, a database of DOD Adopted Industry Standards with text provided in such a manner that it enables users t o cut and paste selections into required project documents, a Database of Semiconductor and Passive devices, database of NASA Documents, database of Vendor Catalogs, database of AlA Aerospace Industries Association of America standards, database of AST M  American Society for Testing and Materials standards 1986 forward, database of SAE- Society Of Automotive Engineers standards, database of ANSI - Electrical & Electronic standards, database of IEEE-Institute Of Electrical & Electronics Engineers stan dards, database of IPC -Institute For Interconnecting And Packageing Electronic standards, database of EIA - Electronic Industries Alliance standards, database of ASCE American Society Of Civil Engineers standards, database of IESNA -Illuminating Enginee ring Society Of North America standards, and database of NACE - National Corrosion Engineers standards. The NILSS must meet the needs of engineers, logisticians, parts researchers, and equipment specialists; particularly those who staff Tobyhanna Army Depo t's (TY AD's) Mission Parts Hotline (MPH). Databases must be linked in such a manner that users can link directly to other databases (without having to exit one database, log into another, and re-enter the required search information). The core databases s hall be updated continually by the contractor within seven days of receiving published updated data to ensure up-to-date, accurate information. The NILSS must enable a user to permanently save a preferred output format for use in saving reports as files or outputting them to printers. The custom output feature must be available for interactive or batch searches. The NILSS must support from one to forty concurrent users. The exact number of concurrent uses by database and options to add additional concurrent users will be established in the solicitation. Contractor shall provide on-site remedial maintenance of the NILSS system as necessary to sustain availability t o Tobyhanna Army Depot users. Evaluation for award will consider proposal acceptability, offeror past performance and price. Solicitation W25G1V-07-R-0001 applies. One award will be made as a result of solicitaation W25G1V-07-R-0001. Approximate issue and open dates are 29 Nov/12 Dec 2006. Exact dates will be as stated in the solicitation and are predicated upon the actual issue date. This action is unrestricted. This solicitation, including specifications and drawings, will be issued electronically only. Any amendments will a also be issued electronically only. No paper or disk will be available. Issue is in accordance with FAR 4.502, 5.102(d), and FAR Part 12 for the acquisition of commercial items and services. Failure to obtain amendments and/or acknowledge amendments by the time set for solicitation closing may result in rejection of your offer. Due to the use of electronic solicitation, the Government is unable to maintain a bidders mailing list. Bidders are encouraged to register as a potential source for this solicitation (see top of screen for POTENTIAL SOURCES) and to view the registered firms under the Potential Sources logo on the internet site. Bidders are further notified that bids must be submitted in HARD COPY ONLY. ELECTRONIC BIDS WILL NOT BE ACCE PTED. All responsible sources may submit an offer that will be considered by the agency.
