Description
The Military Surface Deployment & Distribution Command (SDDC) intends to award a sole source fixed price contract to Anvicom, Inc, Vienna, VA for contract services to support the USC05 Integrated Booking System (IBM) requirement for Hawaii & Guam. An vicom, Inc. is considered the only provider of this service. The estimated value of this procurement is $478,000.00. The proposed contract action is for services (identified below) for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Efforts to develop alternate sources for this requirement would result in signi ficant additional costs to the Government that is not expected to be recovered through competition. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a req uest for competitive proposals, however all proposals received within five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon res ponses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Description of Services: The Integrated Booking Systems (BS) requires skilled contracted support to provide software engineering services to ensure the IBS complies with regulatory, contractual, and user requirements associated with the Universal Service Contract option period 1 a nd the Hawaii and Guam Agreements. Services provided must include requirement definition, software maintenance, development, testing, configuration management, training, implementation, deployment, documentation, Web technical support, and project manageme nt support. IBS develops contract requirements, evaluates carrier offers in an efficient and timely manner, and automates existing manual interfaces with other SDDC systems and Department of Defense (DoD) agencies. IBS allows shippers to automatically book requirements directly vice processing them through SDDC booking offices thereby reducing the level of manual intervention required.
