Description
FA8103-07-R-0132 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days of the solicitation issuance will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. A 5 year requirements contract is anticipated. This will be a one year basic contract with four one year option periods. The long term requirement is for the following: INPUT/OUTPUT NSN: 1420-01-127-4785GF P/N: 2022210-10-1 Best Estimated Qty: Basic Yr: 8 Option I: 8 Option II: 8 Option III: 8 Option IV: 8 Total for all 5 years is 40. Noun: Overhaul of ALCM Linear Actuator ITEM DESCRIPTION: Description of process to be performed will be IAW the performance work statement that will accompany the solicitation. Applicable to: B-52 Destination: FB2039 Due Date: 1 per month beginning 4 months ARO reparable. Qualification requirements: None. The Government does not possess the data necessary to establish QRs. The approximate issue date of the solicitation will be 8 Dec, 2006. The response date will be approximately 30 days after the issuance, 7 Jan 2007. The anticipated award date will be 28 Feb 2007. Written and electronic procedures will be used for this solicitation. SOLE SOURCE To: Honeywell, Cage Code 02LU7. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. Faxed requests should be submitted to 848th CBSG/PKA, Attn: Christy Slayton, (405) 739-2817. E-mail written requests to Christy.Slayton@tinker.af.mil. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. Contractors must be registered in ORCA prior to award. Contractors may access ORCA at orca.bpn.gov. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
