THIS IS A MARKET RESEARCH / SEEKING INFORMATION ONLY. 350 Electronic Systems Group is requesting information from companies that have software design/development/integration experience in Theater Battle Management Core Systems that are capable of completing TBMCS Force Level Spiral 1.1.4. Spiral 1.1.4 definition planning began in FY2005 and the current TBMCS Integration and development contract with Lockheed Martin Integrated Systems and Solutions (LMIS&S), contract F19628-95-C-0143, is scheduled to end on 30 September 2007. The current effort is approximately 75% complete. The purpose of this RFI is to determine whether other sources are available to pickup and complete the remaining 25% of Spiral 1.1.4 without compromising schedule or Air Force obligations. (Estimated December 2008) There are over 1500 requirements (link: ) that need to be met in order to complete Spiral 1.1.4. The majority of the code will have been completed and Spiral 1.1.4 will have undergone six (6) separate Risk Reduction Tests (RRTs) by 30 September 07. The remaining efforts beyond 30 September 2007 will entail a comprehensive Development Test (DT)/Operational Assessment (OA), a separate Operational Test (OT) including resolution of Deficiency Reports, integration and regression testing to support a fielding decision by December 2008. Potential sources must provide Mobile Training Teams (MTTs) and training development activities for Spiral 1.1.4 to support DT, DT/OA, and OT. The Spiral 1.1.4 will undergo testing at the following sites: o AOC: Transformation Center (TC) at Langley AFB will provide AOC site for DT, and OT o USMC: Camp Pendelton in San Diego, CA (DT and OT) o USN: Navy facilities in Norfolk, VA (DT, and OT) o Another site (TBD) is assumed for the ASOC (DT and OT) If interested, please submit the following Qualification Package containing the following: 1) Experience in the development of TBMCS Spiral software. 2) Capability to pickup and complete the remaining Spiral 1.1.4 development (estimated 25%) without compromising schedule or Air Force obligations. a. Fix Software DRs previously identified during six (6) RRTs b. Testing and regression testing c. Required efforts in pursuit of formal JCMB fielding decisions; that including; completion of all documentation required for help desk, training, FT4, and sustainment 3) Availability of resources to complete Spiral 1.1.4 development, including but not limited to: a. Qualified Staff with current secret/top secret clearances for selected key personnel at time of award b. Adequate facilities, including labs, to support Spiral 1.1.4 development and testing (which includes classified communication capabilities) Please note that the Hanscom Electronic RFP Bulletin Board (HERBB) will be the primary source of information for this acquisition.
