Description
You are invited to submit a budgetary quotation to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. PERFORMANCE WORK STATEMENT 1. Scope a. Training is required by the USAF in support of a Belgian Air Force (BAF) foreign military sales program. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction is to be in the English language. b. Two contractor instructor pilots (IP)shall provide F-16 Operational Conversion Unit pilot ground and flight training at Kleine-Brogel Air Base in Belgium. c. Training shall be for a duration of one year beginning in 2007 with options for a second year. 2. Technical Training a. The Contractor shall provide two (2) current or former USAF F-16C or European Participating Air Force F-16 MLU Instructor-qualified pilots for the duration of the contract. The Contractor shall provide all necessary logistical support for the IPs to include flight suits, travel expenses, moving of household goods, housing and utilities, an automobile and all required insurance for each Contractor IP while in-country. b. The two contractor IPs shall teach the below listed BAF F-16A/B Mid Life Upgrade (MLU) Aircraft courses to pilots who have just completed the jet conversion course on the Alpha-Jet trainer aircraft. 1. Basic qualification training course 2. Instructor pilot qualification training course 3. BAF Tactics, Techniques and Procedures (NATO Secret) c. Contractor IP personnel shall support all BAF OCU syllabus flight training, including mission planning, briefing, in-flight instruction in the MLU F-16A and F-16B models, mission reconstruction and debriefing. Provide Monthly Student Progress Reports and update course materials as needed. 3. Instructor Minimum Qualifications The Contractor will have to provide resumes to the BAF Flying Group Commander or his designated representative for review prior to placement in country. The Contractor shall provide highly experienced F-16 IP personnel meeting the following required experience and qualifications: 1000 hours F-16 C/D flight experience Previous IP qualification in the F-16 C/D Recent F-16 C/D experience within the last 12 months Additional desired qualifications: Previous F-16 Formal Training Unit (FTU) or OCU IP experience Previous Stan/Eval Flight Examiner (SEFE) qualification in the F-16 Recent F-16 Rear Cockpit landing qualification within the last 12 months Previous experience in the F-16 Block 40/50 Common Configuration Implementation Program (CCIP) or F-16 MLU avionics configuration 4. Training Materials The BAF will provide to Contractor IP personnel the necessary country-specific and BAF OCU syllabus-unique training necessary to allow them to conduct all normal OCU student upgrade training. This shall include: Local Area mission planning, local procedures (normal and abnormal), ranges, airspace, local airfield and divert airfield orientation and training; Midlife Update (MLU) avionics conversion training tailored to the F-16 block experience of the IP; Rear seat landing training and/or currency as required; BAF OCU-specific procedures for the conduct of ground instruction, training device instruction and flying training; and any local training as deemed necessary by the Flying Group Commander
