Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure the following parts to upgrade the existing Airsep Systems currently installed onboard the Coast Guard 47? Motor Life Boats (MLB): (1) Walker Airsep CCE Evacuation System, P/N KWCCE6V92-47MLB, estimated quantity of 234 each; (2) Walker Replacement Air Filter Element Kits, P/N CGF447-V@, estimated quantity of 234 kits; and (3) Walker Airsep CCE Coalescing Sets, P/N CGC447-CS, estimated 234 sets. A requirements contract, consisting of one (1) base year and two (2) option years is anticipated. It is the Government?s belief that only Walker Engineering Enterprises, the Original Equipment Manufacturer, possesses the required technical and engineering specifications, drawings, etc., to successfully manufacture these components and ensure fit, form, and function compatibility with existing equipment. All information regarding the Walker CCS Evacuation System is proprietary to Walker Engineering Enterprises. The Government did not procure this information, or the rights to use this information, when the original systems were procured. Therefore it is the Government?s intention to solicit only with Walker Engineering Enterprises, and/or their authorized distributors. Concerns having the expertise and required capabilities to furnish the above components are invited to submit complete information discussing the same within 15 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered components (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered components have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. This acquisition shall be set aside 100% for small business concerns only. See Numbered Notes 1 and 22.
