SOURCES SOUGHT NOTICE No. SS-NCI-TSB-2007-3 MEETING SUPPORT SERVICES FOR THE NATIONAL CANCER INSTITUTE This Source Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). IN THE EVENT THAT EXISTING GOVERNMENT SOURCES (I.E., DHHS STRATEGIC SOURCING, GSA, OTHER BPAS) CANNOT PROVIDE THE REQUIRED SERVICES OR OFFER THE BEST VALUE TO THE GOVERNMENT, THE NCI MAY ISSUE REQUEST FOR PROPOSALS. The purpose of this SS is to identify qualified small business concerns [8(a), HUBZone, or Service-Disabled Veteran-owned] that are interested in and capable of performing the work described herein and in the draft Statement of Work (SOW). The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of NCI?s evaluation of the information received. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this SS or the NCI?s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This synopsis is to identify potential sources capable of providing the meeting support services identified in the draft sample statement of work referenced in this synopsis. As NCI identifies specific meeting requirements, a more detailed Statement of Work will be drafted to cover those specific services and a Request for Proposal will be issued, if appropriate and approved. NCI does NOT intend to issue a solicitation for CONSOLIDATED MEETING SUPPORT SERVICES. The National Cancer Institute seeks qualified small businesses specifically 8(a), HUBZone, or Service-Disabled Veteran-owned business concerns capable of performing general and specific meeting services to support NCI?s 2015 Challenge Goal of "eliminating the suffering and death due to cancer." Prospective offerors shall provide operational support to the NCI for a vast array of activities, including but not limited to, the conduct of scientific meetings, dissemination of information to scientific and medical communities, as well as to the public, and tasks in support of these activities, which are vital to the success of NCI's mission. This effort will represent NCI's main source of support for meeting planning, preparation of reports, correlated communications, data management, evaluation, and various administrative functions. The goal of these efforts is to help monitor research programs, transfer research results to health care providers and other researchers, assess the state-of-the-science on topics of special interest, convey clinical recommendations, create opportunities for collaborations, and inform the public of cancer-related health concerns. The scope of NCI's activities are both national and international. Capability Statements shall demonstrate an understanding of all tasks specified in the sample draft SOW. Prospective offerors shall identify which small business classification (8(a), HUBZone, or Service-Disabled Veteran-owned) they qualify. TAILORED CAPABILITY STATEMENTS FOR THIS REQUIREMENT shall address the following areas (information on similar projects; technical approach, personnel and corporate experience): 1. Document experience with contracts of a similar size and scope to this proposed project. Contract(s)/project(s) listed may include those entered into by the Federal Government, agencies of state or local governments, and commercial concerns. The following information shall be submitted to document this experience: Name of contracting organization; Contract number (for subcontracts, provide the prime contract number and the subcontract number); Contract type; Total contract value; Description of the requirement; Contracting Officer's name and telephone number; Project Manager's name and telephone number; and Standard Industrial Code or NAICS code. The Project Manager shall be an employee of the prospective offeror and not a consultant or part of subcontractor staff. 2. A detailed technical approach that: (a) demonstrates a clear understanding of the draft SOW. This shall include a description of the activities required to successfully compete the types of tasks to be assigned; (b) provides a clear understanding of the work to be performed; (c) addresses the ability to meet changing requirements and procedures; and (d) communicates the capability to respond to quick turnaround meeting requests. 3. The proposed personnel shall demonstrate that your organization has the necessary expertise to perform the requirements of the project. Capability Statements must demonstrate that the personnel experience stated in the Capability Statement occurred in conjunction with projects comparable in size and complexity. 4. The related experience of your company must clearly address the capability of the organization to meet the above requirements and those identified in the draft SOW. Documentation of this experience must include examples of relevant recent experience providing general and specific meeting support services. A copy of the draft Statement of Work (SOW) pertaining to this requirement may be accessed on the NCI Research Contracts Branch External Website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. Under the section entitled Sources Sought click on number SS-NCI-TSB-2007-3 entitled, "Meeting Support Services for the National Cancer Institute." Interested parties are expected to review this notice and the draft Statement of Work to familiarize yourself with the requirements of this project; failure to do so will be at your firm's own risk. Interested qualified small business organizations should submit a tailored capability statement of approximately ten (10) single sided pages, including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All respondents are required to certify which small business category they qualify. In the event an RFP is issued, North American Industry Classification System (NAICS) code 561110 with a size standard of $6,500,000 is being contemplated. Capability statements are due no later than 3:00PM EASTERN PREVAILING TIME ON WEDNESDAY, DECEMBER 13, 2006. Box B, 244 Miller Drive, Room 100, Fort Detrick, Frederick, Maryland 21702-1201. If courier service is used, the address is the same except delete P.O.
