Sources Sought Notice: For Socio-Economic Set-Aside Determinations A market survey is being conducted to determine if there are adequate SBA-certified HUBZone, SBA-certified 8(a), or Service-Disabled Veteran-Owned Small Businesses (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a Solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. NAICS Code: 236220 Size Standard: $23M Construction of a new Grape Genetics Research Center (GGRC) in the Cornell Agricultural and Food Technology Park, Geneva, New York. The mission of this new research facility is to improve viticulture. The research evaluates the fundamental genetics of grapes working towards development of a variety of grapes that are more resistant to disease and infestation, and more adaptable to varying climatic regions. Intended studies hope that this will produce high-yield crops of high quality grapes that can be used for table wine or juice. The new GGRC facility will be a single story building consisting of laboratories, offices and technology transfer areas, with an integrated mechanical equipment penthouse. It will have approximately 40 parking spaces, a separate service entrance drive, and dock area. The overall building area of approximately 60,820 gross square feet including greenhouse, will result in a 53,800 square foot building site footprint. Project includes four (4) greenhouse units connected to the laboratory building. Floor plan contains adjacencies of labs, support functions and lab office areas based on a modular laboratory concept. The laboratories will include: molecular biology, grape rootstock, media and buffer prep, tissue culture core labs, as well as support core areas including: nematode rearing room, fungal culture room, fungal dark room, plant growth chamber (light controlled) core growth chamber facility, fruit chemistry pilot plant, fruit chemistry cold room, shared autoclave room, shared dishwashing facility, core minus 80 degree freezer room, shared instrument room, and core cold room. Companies that have the experience, as well as an interest in doing business with USDA, ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company?s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Also provide your capability of obtaining bonds for a project with a magnitude between $15M and $25M. Companies should also indicate whether they are SBA-certified HUBZone, SBA-certified 8(a), or Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
