Description
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Louisville Detachment intends to issue a solicitation for the fabrication, assembly, wiring, testing and delivery of twenty (20) each MK 437 Mod 3 Gun Mount Control Panels (GMCPs) and ten (10) each Adapter Plates P/N X7402705 (one required for every two GMCPs). The GMCPs and Adapter Plates will be procured in Quantity Options. The anticipated quantities are as follows: four (4) GMCPs and two (2) Adapter Plates for FY07; six (6) GMCPs and three (3) Adapter Plates for FY08; four (4) GMCPs and two (2) Adapter Plates for FY09; and six (6) GMCPs and three (3) Adapter Plates for FY10. The GMCP is part of the MK 160 MOD 11 Gun Computer Systems (GCS) aboard CG47 Class Cruisers. Each MK 160 MOD 11 GCS installation requires two (2) GMCPs. The GMCP consists of three assemblies designed for water tightness and Electromagnetic Interference (EMI) protection. The assemblies - connected by external cabling ? ar e summarized as follows: 1) The Enclosure assembly consists of a custom fabricated aluminum weldment with heat exchanger. Internal to the enclosure are a touch panel display, membrane keyboard, Ethernet switch, and RS-232 controller. The touch panel display will require the installation of firmware. Internal wiring includes Ethernet twisted pair cables with RJ45 connectors and multimode fiber optic cables containing SC and MIL-PRF-29504 terminus connectors. Wiring interfaces are through ?bulkhead mounted? MS3404 type circular Military connectors. The enclosure is mounted on shock isolators. The dimensions of the Enclosure assembly are approximately 27?H X 21? W X 21? D. 2)An Isolation Panel assembly is a custom fabricated aluminum weldment containing two custom circuit card assemblies, three LED indicator switches, five fuse holders, and a 28-volt DC supply. Wiring interfaces are through ?bulkhead mounted? MS3404 type circular Military connectors. The dimensions of the Isolation Panel Assembly are approximately 6?H X 15?W X 6? D. 3) An Isolation Transformer assembly is a commercially available, modified enclosure containing a 115-V isolation transformer, and Metal Oxide Varistor transient suppressors. Wiring interfaces are through ?bulkhead mounted? MS3404 type circular Military connectors. The dimensions of the Isolation Transformer Assembly are approximately 11? H X 9? W X 7? D. 4) Each GMCP includes five (5) external interface cables with MS3406 type circular connectors with Raychem backshells and MIL-C-24640 type cable. Testing will consist of point to point continuity and electrical shorts test of internal wiring and external cabling and loss testing of the fiber optic cable assemblies, Power on testing shall be performed to demonstrate proper operation of the touch panel display, Ethernet switch, RS-232 controller, keyboard with micromodule and the custom circuit card assemblies. Inspection of final assemblies shall be performed for workmanship and finish. Delivery is required FOB Destination to the Naval Surface Warfare Center, Port Hueneme Division, Louisville Kentucky 5 months after receipt of Contract Award for two (2) GMCPs and 1 month thereafter for the additional two (2) GMCPs. The remaining GMCPs are required 6 months after the exercise each Quantity Option. Inspection and acceptance shall be performed at source by the Government?s Technical Representative, with a representative from the Administrative Contracting Office also in attendance. Packaging and packing shall be performed in accordance with MIL-STD-2073-1 Rev ?D? 15 Dec 99 Level ?B.? Marking of outer shipping containers, packs, bundles, etc. shall be performed in accordance with MIL-STD-129 rev ?N? dtd 15 May 97. The Federal Supply Class (FSC) is 12, North American Industry Classification System (NAICS) is 334511, and the size standard is 750 employees. Anticipated release date of the solicitation is December 18, 2006. After the release date, a copy can be obtained from the following site: http://www.phdnswc.navy.mil.
