- The United States Fish and Wildlife Service plans to award using other than full and open competition to the California Institute of Environmental Studies (CIES), Davis, California, a non-profit agency dedicated to research and conservation of seabirds. CIES monitored the California brown pelican nesting colony on Anacapa Island in 2006 utilizing several survey techniques to estimate breeding effort and productivity. The Anacapa Island monitoring is a joint effort between CIES and Channel Islands National Park. CIES is the only contractor that would be able to complete this project and meet continuity requirements with the data collection protocol and methods.
