- As specified in the previous announcement, questions regarding the subject solicitation were due 15 November 2006. The questions and responses follow: (1) Q: Is this a new contract or a recompete? A: This is a replacement for a contract that has expired. (2) Q: Who currently has the contract? What was the solicitation and award number, price? A: DACW59-02-D-0006 was awarded to Gannett Fleming, Inc., 601 Holiday Drive, Foster Plaza III, Suite 200, Pittsburgh, PA 15220, on 02 May 2002. Task ord ers were negotiated as necessary. (3) Q: Can the NAICS code be changed to allow a larger business size, e.g., 541330, Engineering Services, to 541620, Environmental Consulting Services? A: No. NAICS Code 541330 is the appropriate descriptor of the req uired services. (4) Q: Is it possible for the prime to subcontract and not directly perform 51% of the required work for this solicitation? A: No. (Ref: FAR 52.219-14, Limitations on Subcontracting, paragraph (b)(1), Services.). (6) Q: Current contract budget estimate? A: Contract will be for a base year and four option years; the contract value for all five years will not exceed $2,500,000. (7) Q: Old contract or an outline of the main differences between old statement of work and the current one? A : It is suggested that the Instructions for Standard Form 330, Architect-Engineer Qualifications, be reviewed to gain an understanding of what information needs to be included in response to the synopsis. (8) Q: Which part of this bid can be e-mailed and/o r faxed to help with reduction of waste ad help the environment? A: None. Submission Requirements described in the initial notice shall be followed.
