- Description
- This is a combined synopsis/solicitation for commercial services in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the Air Resources Laboratory (ARL) require a one year subscription to fifteen (15) journals listed in Attachment 1 to this announcement. The Government will not accept partial offers for this requirement. The period of performance is twelve months beginning January 1, 2007 through December 31, 2007. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The Government shall award a Firm Fixed Price purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous (best value) to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, and (iii) price. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov).
