THIS AMENDMENT IS TO ANNOUNCE A PRE-PROPOSAL/WALK-THROUGH CONFERENCE ON WEDNESDAY JUNE 21, 2006 AT 1:00 P.M., IN THE GSA OFFICE (GROUND FLOOR), AT THE J.P. KINNEARY U.S. COURTHOUSE, 85 MARCONI BOULEVARD, COLUMBUS, OH. ALL QUESTION REGARDING THE PRE-SOLICITATION NOTICE SHALL BE SUBMITTED TO BOBBIE TYLER, IN WRITING (E-MAIL OR FAX) BY 12:00 P.M. JUNE 23, 2006. ALL QUESTIONS WILL BE ADDRESSED BY AMENDMENT AND POSTED ON THE FEDERAL BUSINESS OPPORTUNITIES (FEDBIZOPPS) NO LATER THAN JUNE 26, 2006. THE JUNE 21, 2006 CONFERENCE IS NOT A QUESTION AND ANSWER SESSION. THE PRIME (ARCHITECT ENGINEERING FIRM) SHALL BE A TOTAL SMALL BUSINESS. STAGE I SUBMISSIONS DUE DATE REMAINS AT 4:00 P.M., CDT, JUNE 29, 2006. ALL OTHER TERMS AND CONDITIONS REMAINS THE SAME. alists? Response - No, the Design Firm nor the Lead Designer are not required to be the historic preservation specialist, but the sample projects for both those entities are going to be evaluated on historic renovation design talent. Therefore the historic preservation specialist would either be the lead designer or work for the Design Firm. This expertise can be a consultant added to the team in Phase II, but the sample project for Phase I need to have been done by the Lead Designer and Design firm. Project of consultants can not be submitted in phase I unless they are projects that the Lead Designer and Design Firm acted in those same roles on the projects. 3. Question - If the Design Firm and/or Lead Designer have completed significant historic preservation projects including buildings and landscapes on the National Register, doe they need to have GSA “proof of competency” prior to submission for referenced project and/or without such credentials, will qualifications be downgraded by selection panel? Response - The sample design projects is the proof competency. Again you select the 8 total (5 for the firm and 3 for the Lead Designer) that best demonstrates your firms design ability. 4. Question - Has the Preservation Planning Report been completed? Is it available for review? Who was the author? Response - Do not know if this is done, but it is not relevant to the selection process. Phase I evaluation is limited to past performance on other projects and will not consider knowledge or premature solutions for this project, please do not attempt to present them. 5. Question - Will there be a pre-submission conference/meeting? Response - No, a pre-submission conference/meeting is not necessary. June 22, 2006 (Questions) Question - PLEASE VERIFY THIS STATEMENT AS WRITTEN IN THE FEDBIZOPPS PRESOLICITATION CONCERNING THE KINNEARY COURTHOUSE: "CONSULTANT AND PRODUCTION FIRM... INFORMATION SHOULD NOT BE INCLUDED IN THE STAGE 1 PORTFOLIO." Response - There is no change to the Solicitation posted on the FedBizOpps May 30, 2006. Question - IT ALSO STATES: "IN STAGE 1, INTERESTED FIRMS WILL SUBMIT PORTFOLIOS... OF THE LEAD DESIGNER AND / OR DESIGN FIRM." Response - There is no change to the Solicitation posted on the FedBizOpps May 30, 2006. Question - IF THESE STATEMENTS ARE CORRECT, ONLY THE QUALIFICATIONS / PORTFOLIO OF THE LEAD DESIGNER / HISTORIC PRESERVATION SPECIALIST SHOULD BE SUBMITTED AT THIS TIME (STAGE 1). THIS STATEMENT PROHIBITS THE SUBMISSION OF OTHER DISCIPLINES INCLUDING STRUCTURAL, CIVIL, ENVIRONMENTAL, SECURITY, AND OTHER ARCHITECTURAL CONSULTANTS AS REQUIRED BY THE SCOPE OF THE PROJECT. VERBAL STATEMENTS MADE BY THE GSA TEAM AT YESTERDAY'S (06.21.06) CONFERENCE SEEM TO CONTRADICT THE WRITTEN DOCUMENTATION NOTED PREVIOUSLY. Response - The GSA team at Wednesday's 06/21/06, conference did not attempt to change the requirements of the solicitation. The Contracting Officer is the only person who has the authority to change/make changes to the solicitation. Question - IF THE STAGE 1 SUBMITTAL REQUIRES THE SUBMISSION OF THE ENTIRE TEAM, COVERING THE ENTIRE ANTICIPATED SCOPE OF THE PROJECT, WE REQUEST A TWO WEEK EXTENSION TO THE CURRENT RESPONSE DATE OF JUNE 29, 2006. Response - The Stage I submission due date remain at 4:00p.m., CDT, June 29, 2006. June 22, 2006 (Questions) Question regarding above subject: 1. Question - Please explain intent or clarify when preservation specialist credentials are to be submitted. This question results from the following conflict in solicitation requirements: a. Page 4, Stage I: “The portfolio should include the following: . . . . credentials of historic preservation specialist per requirements available under Project Management Tools . . .” b. Page 5, Stage II: “The short listed . . . firms . . . will be asked to submit . . . design team, including historic preservation specialist, . . . . “ 2. Question -Is it GSA’s desire that Lead Designer also be the historic preservation specialist or is it GSA’s desire that they be two different professionals? Response - Questions already answered in detail (see previous message) NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (26-JUN-2006).
