Description
This is a modification to the synopsis entitled REFRIGERANT: VIRGIN UNUSED TETRAFLUORETHANE R-134A which was posted on 11/15/2006. You are notified that the following changes are made: THE FOLLOWING QUESTION IS ANSWERED: 1. Do they need a pump or do they have their own to get the R-134a from the ISO? ANSWER: We have a pump, typically the truck also has one. HERE IS WHAT THE SPECIFICATIONS SAY: Refrigerant: Virgin (unused) 1,1,1,2 Tetrafluorethane (R-134a) shall conform to all requirements of the ARI-700 standard for new refrigerants. The supplier shall provide an ARI-700 Certificate of Analysis for the delivery prior to unloading. The delivery shall be made by tank truck (approximately 40,000 pounds) to NASA Langley Research Center, Hampton, VA. The supplier shall provide all hoses, fittings, pumps, and other equipment to connect to the R-134a storage tank. The vapor and liquid connections on the storage tank are quick disconnect "E" series coupling, female dry-disconnect coupler, Hydraulics Inc., Part #CP00110P1G1B. In past deliveries of R-134a, it has been necessary to connect the delivery truck to both the liquid and the vapor side of the Langley storage tank in order to provide the pressure balance needed to pump the delivered liquid R-134a into the storage tank. The Langley liquid storage tank, while primarily containing R-134a, may have a low mixture of air in the vapor layer that can contaminate the delivery truck. Recent vendors have overcome this problem by using an auxiliary pump on their tractor to pump the delivery trailer to a near vacuum (dumping the gas mixture back into the Langley storage tank). Apparently the contamination level is considered acceptable at this reduced pressure condition. The supplier shall provide a weight certificate at the time of delivery, as well as a Material Safety Data Sheet. The due date for responses IS NOT extended. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).
