Description
MARKET RESEARCH/REQUEST FOR INFORMATION NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command is conducting a survey of potential sources for Combat Identification Panels (CIP) Kits. The request is for kits that consist of Combat Identification Panels, Thermal Identification Panels (TIP), and InfraRed (IR) beacons. The objective of the kits is to mitigate the risk of fratricide for deployed troops and work in tangent with current approved-for-joint-service programs in place. The CIPs should be configured to attach to specific tactical vehicles and be covered with U.S. Army-approved low-emissivity thermal tape on one side so that when viewed through Thermal Imaging System sensors, the panels appear as contrasting cold spots on a hot target image. The TIPs should work in much the same way as the CIPs, but when placed on the top of tactical vehicles, should be visible by aircraft. Each set of panels should be clearly observable and distinguishable by friendly forces at ranges extending to 1,000 meters. The IR beacons should also provide the means to positively identify the user as a friendly entity to personnel equipped with image intensifying systems. In order to work with current systems in use, the beacons should operate at a ?flicker rate? of one flash every 1.3 seconds and have a minimum visibility range of 5 miles. MARCORSYSCOM anticipates a need for kits specifically configured for the following tactical vehicles: ABV (Assault Breaching Vehicle), LAV-25 (Light Armored Vehicle, 25MM Variant), LAV-L (Logistics Variant), LAV-M/CC/R (Mortar/ Command and Control/ Recovery Variants), MEWS (Mobile Electronic Warfare System), M1123 (High Mobility Multi-Purpose Wheeled Vehicle (HMMWV), Cargo Variant), M1043 (HMMWV, Armament Carrier Variant), M1045 (HMMWV, TOW Carrier Variant), MK23 (Medium Tactical Vehicle Replacement, Cargo Truck Variant), M998 (AN/MRC-145, 2 Door C2 Platform), M998 (AN/MRC-148, 2-Door C2 Platform), M1097 (Advanced Man-Portable Air Defense System, 4-Door Cargo Variant), M-1165, M-1152, and M-1151 (HMMWV, Expanded Capacity Vehicle variants). MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the requested information. Industry firms capable of providing the required kits, in whole, are invited to submit a response to this notice. Firms should include literature, brochures, price lists, estimated production capacity, and capabilities summaries directly addressing their ability to meet the aforementioned needs. At a minimum, the capabilities summary should include the following: system description, system maturity, dimensions, power requirements, and any required interfaces. Firms should also identify/submit a copy of their GSA schedule, if applicable.
