- This solicitation is unrestricted. Estimated cost of construction is $5,000,000.00 to $10,000,000.00. The NAICS Code assigned is 236220 with a Size Standard of $28,500,000.00. Construction completion is 180 calendar days. The project consists of design/build of a 130 X 277 multi-level parking structure (260 max. height, 1100 parking stalls max). Project includes demolition, sidewalks, grading, access road, stairwells, elevator machine room, hydraulic elevator, electrical/mechanical room, elev ator lobby, pedestrian tunnel, and landscaping. Allowance for a future expansion to the garage and for an elevated walkway will be considered in the design. This procurement will be advertised as a Request for Proposal and will be evaluated for Best Valu e for award of the project. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for HUBZone small businesses and 3% for veteran-owned and 3% for service disabled veteran-ow ned small businesses. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a fe deral agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedT eDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information.
