Description
The United States Army Communications-Electronics and Life Cycle Management Command (C-E LCMC) intends to award a three (3) year Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract on a non-competitive basis to North rop Grumman of Woodland Hills, CA under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the procurement of Test, Evaluation, Overhaul and Repair (TEO&R) services for the Army Heading Attitude Reference System (HARS) a nd Navy Attitude Heading Reference System (AHRS). The Heading Attitude Reference System is a highly complex inertial navigation unit used in AH-64A Apache helicopters and Navy/Marine Applications. Northrop Grumman is the only known source with the speciali zed test equipment, facilities and Technical Data Package (TDP) needed to perform the required TEO&R services. The NAICS code for this procurement is 334511 with the corresponding small business size standard of 750 employees. The solicitation number ass igned to this effort is W15P7T-07-R-B213 and will be issues on or about 02 December 2006. The estimated award date is 30 December 2006. See numbered Notes 22 and 26.
