(478) 926-6358 or fax at (478) 926-7549 e-mail at John.Glenn@robins.af.mil SOLE SOURCE ACQUISITION TO: THERMO ELECTRON NORTH AMERICA LLC, 5225 VERONA RD MADISON WI DESCRIPTION OF REQUIREMENT: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATIONNOTIFICATION; THIS ACQUISITION IS BEING CONDUCTED UNDER SIMPLIFIED ACQUISITION PROCEDURES. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. PROPOSALS ARE DUE NOT LATER THAN 22 NOVEMBER 2006 @ 2:00 P.M. EST. All qualified sources interested in this requirement should submit proposals to the above point of contact. Provide scheduled and unscheduled maintenance for an ARL 4460, Optical Emission Spectrometer. 1. The Optical Emission Spectrometer (OES) shall be serviced in accordance with established Thermo Electron procedures. 2. Contractor shall provide all labor, travel, materials, software, and repair parts (non-consumables) required for problem resolution to repair/or service the OES system to ensure that it is fully capable of performing all operational tasks as originally designed. 3. The Contractor shall provide two preventive maintenance visits annually. Only Thermo Electron approved parts, components, or assemblies shall be used in the service and/or repair of the OES system. Only trained and qualified Thermo Electron service engineers and/to technicians shall perform service and/or repair on the OES system. 4. The Contractor shall provide unlimited emergency on-site visits for problem resolution. The service representative shall perform diagnostic tests to determine the cause of failure and what repairs need to be made to repair a malfunction in the component and operating system of the OES and place it in an operational readiness condition. The repair/service requirements of the OES system shall be discussed with the Government representative in Bldg 165, Robins AFB GA. 5. After servicing and/or repair of the OES system, the Contractor?s service representative shall conduct a performance test to demonstrate the performance capability. This test must be observed and accepted by the Government representative in Bldg 165, Robins AFB GA. 6. Contractor is expected to respond within 72 hours, once notified that a problem exists. All work (scheduled and unscheduled) shall be performed during normal business hours, 0730-1630, Monday-Friday, excluding Government holidays. PERIOD OF PERFORMANCE: One (1) Basic Year, with Four (4) Option Years.
