Description
Potential Sources Sought. This is not a RFP. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources who can conduct research on the use of recycled materials in the construction and maintenance of roadways and operate the Recycled Materials Resource Center (RMRC). FHWA is contemplating a competition for a cooperative agreement award to perform the subject project. The subject project is currently being performed under cooperative agreement, which expires in May 2007, with the University of New Hampshire (see www.rmrc.unh.edu). The objectives of the RMRC are to: (1) Systematically test, evaluate, develop appropriate guidelines for, and demonstrate environmentally acceptable and occupationally safe technologies and techniques for the increased use of traditional and nontraditional recycled and secondary materials in transportation infrastructure construction and maintenance; (2) Make information available to State transportation departments, the FHWA, the construction industry, and other interested parties to assist in evaluating proposals to use traditional and nontraditional recycled and secondary materials in transportation infrastructure construction; (3) Encourage the increased use of traditional and nontraditional recycled and secondary materials by using sound science to analyze thoroughly all potential long-term considerations that effect the physical and environmental performance of the materials; (4) Work cooperatively with Federal and State officials to reduce the institutional barriers that limit widespread use of traditional and nontraditional recycled and secondary materials and to ensure that such increased use is consistent with the sustained environmental and physical integrity of the infrastructure in which the materials are used. The estimated period of performance for the project is four years. Please see the draft Statement of Work provided as an attachment to this Sources Sought notice. FUNDING: FHWA anticipates that Federal funding available for this project will range from $500,000 to $1,100,000 per year for four years. Additionally, FHWA anticipates a required cost share under this cooperative agreement of $500,000 per year for four years. The cost share requirement can be met through direct financial contribution or through ?in-kind? services donated by the prime recipient or by a third party. RESPONSES TO THIS NOTICE: Any interested organizations are invited to submit a response to this notice by email to Lise.Lyles@DOT.gov, or in writing to Federal Highway Administration, Office of Acquisition Management (Attn: Ms. Lise Lyles, HAAM 40-F), Room 4410, 400 7th Street, SW, Washington DC 20590. Submittals are due by COB December 8, 2006. Submittals shall clearly identify the interested organization, provide a brief technical capability statement, provide any comments/questions on the draft Statement of Work, and must provide preliminary, possible methods/ideas for fulfilling the required cost share requirement, including any concerns regarding the cost share requirement.
