Description
The United States Department of Labor (DOL), Office of the Assistant Secretary of Administration and Management (OASAM), Human Resources Center (HRC), Office of Workforce Planning and e-Innovations anticipates the release of a Request for Proposal (RFP) for public/private sector competition for a Shared Service Center to replace existing systems being supported internally. The Human Resources Line of Business (HR LOB) is one of several E-Government Lines of Business initiatives being implemented under the President's Management Agenda to identify opportunities to reduce the cost of government and improve services to citizens through business performance improvements. DOL is seeking a service provider to support the Department's human resource and payroll requirements. The selected provider will provide a comprehensive solution for the replacement of the enterprise systems currently used by DOL. These systems shall be integrated and provide real-time processing, and real-time availability of departmental data for the approximately 15,500 employee workforce located in over 400 duty locations and serviced by 15 Human Resources Offices. Additionally, the solution shall support the objectives and requirements defined in the following: -HR LOB Business Reference Model (BRM) version 2 - January 31, 2006, http://www.opm.gov/egov/documents/architecture/ -HR LOB Target Requirements for Shared Service Centers version 1 - November 18, 2005, http://www.opm.gov/egov/documents/requirements/ . The Internal DOL systems of the Shared Service Center include initiation of personnel processing, Human Resources transactional processing, time and attendance, training administration, and analytical reporting. DOL's selected Shared Service Center will deliver a broad array of HR and back-office services and that allows the Department to leverage economies of scale in delivering administrative functions, to reduce cost and streamline processes and response time, and increase the quality and consistency of service provided. DOL currently utilizes a highly customized software product as the Department's implementation of the PeopleSoft Human Resources Management System (HRMS) version 7.51 Federal product release. While this PeoplePower installation is based on the PeopleSoft Federal HRMS product, it is a highly customized application structured and tailored for use by the Department based on their specific HR and financial management processes. Since DOL currently has a paperless environment with expanded workflow processes, DOL has the expressed intent to continue to support these activities with the selected provider. The period of performance of the proposed contract is anticipated to encompass a two-year base plus five (5) additional one-year option periods to be exercised at the discretion of the Government. The solicitation will be available on or after December 4, 2006, and will be distributed solely through the General Services Administration's Federal Business Opportunities web site, http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date for this solicitation will be on or about January 19, 2007. All responsible sources may submit a proposal which will be considered by this agency. Please be advised that the official due date and time will be provided in the RFP and that only those responsive proposals received by the Contracting Officer shall be evaluated. No collect calls will be accepted. No telephone requests for the solicitation will be accepted. This is a 100% full and open competition available to both the public and private sector. The NAICS Code identified for this requirement is 518210, Data Processing, Hosting, and Related Services and the size standard is $23 million. This anticipated RFP solicitation does not commit the Government to award of a contract. If this solicitation is cancelled, Offerors are cautioned that bid and proposal will not be subject to a claim against the Government, nor shall the Government be held liable for any of these costs. Award is contingent upon the availability of appropriated funds.
