Description
The Federal Correctional Institution, Pekin, Illinois will be issuing a solicitation to obtain bag-inbox beverage supplies and services. The solicitation will be available on or after November 21,2006. SODA BEVERAGE SERVICE: The contractor will provide Bag-In-The-Box beverage service and equipment. Top loading ice dispensers with 6 heads each(one used for water). Dispenser locations: (4 units) at the FCI INMATE DINING ROOM, (1 unit) in the FCI STAFF DINING ROOM and (2 units) located in the CAMP DINING ROOM. This includes installation of all equipment necessary for dispensing the product(i.e. carbonation units, storage racks, syrup pumps and all hook-up?s) in a manner which is consistent with commercial industry standards and regulations. The Government may request additional equipment at no charge from the contractor at any time throughout the life of the contract in order to meet the increased demands of the institution due to population increases. Equipment installation will be coordinated between the Food Services Administrator at FCIPekin and the contractor upon award of the contract. All equipment installed in the facility remains under the ownership of the vendor. The vendor agrees to provide complete service of said equipment. The Food Service Department will notify the contractor if and when there is a problem with the beverage equipment. Response time for repairs shall be within 24 hours from the time the contractor is notified by the Food Service department at FCI-Pekin. A quick response time is critical due to the nature of a Food Service operation within the secure confines of a correctional facility. The contractor shall provide Co2 gas propellant (at no cost) as needed in order to dispense their product from the beverage dispensing units at all locations mentioned above. Empty Co2 gas bottles will be exchanged for full units upon delivery of product or as needed. SECURITY PROCEDURES: Contractor service vehicles will be searched upon entering and departing the institution grounds. The delay for such procedures is minimal under normal circumstances. In the event of fog, unusually severe weather, institutional emergencies, or any other unusual circumstances, the delay may exceed one half of an hour which could result in the vehicle not being permitted to enter the institution grounds until further notified. Contractor service personnel will be required to meet security clearances prior to entering the institution. DELIVERY ORDER INFORMATION: Actual delivery orders for items will be placed telephonically by the institution Contracting Officer under the terms and conditions of the awarded contract. An order number will be given to the vendor at the time the order is placed. Orders will be based upon the requirement submitted from the Food Service Administrator on a purchase request to the institution Contracting Office. The contractor will submit invoices to the institution accounting office for payment on each delivery order placed by the Contracting Officer. Each invoice will reference the order number given to the vendor by the Contracting Officer at the time the order was placed. Delivery hours will be between the hours of 8:00 A.M. and 3:00 P.M. local time, Monday thru Friday, excluding Federal holidays. Deliveries are to be shipped complete unless agreed upon by the institution Contracting Officer. Items shall be delivered F.O.B. destination. PRODUCTS: The product to be supplied under the contract will be non-alcoholic, non-carbonated, liquid concentrate bag-in-box, five gallon bag per box, natural or equal flavoring, 5 to 1 ratio. 2.5 gallon bags will be acceptable for products not available in 5 gallon containers. Flavors will be Cola, Diet-Cola, Un-Cola(Lemon-Lime/similar in flavor and appearance to Slice, Sprite, 7-UP or Sierre Mist), Fruit Punch, Cherry Cola and Lemonade. Award will be made on an All or None basis. All or None meaning a contractor who bids on all items listed in the schedule will be considered for award.
