Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is total small business set aside. This solicitation number is #70007KAG and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at Bethesda, Maryland The National Institute of Drug Abuse has a requirement to purchase a Microscope combined Raman-AFM-NSOM System the specification for the equipment must meet these requirement: 1). Dual laser base plate (or optical table mount kit for one laser), Kinematic grating mount, kinematic lens mounts, single Rayleigh filter mount, automated slit and motorized beam-sterring mirrors. 2). Front illuminated CCD with Peltier cooling to -7-?c, USB interface. 30. Wire 2.0 software and compatible PC Windows XP. 3). Leica DM LM microscope, video & spectrometer interface with X5, X20 and X50 infinity-corrected objectives, HC 10X eyepieces (one focusable with graticle), trinocular assay. With c-mount video camera adapter, manual stage, transmitted light source, mechanical base coupling and spectrometer illumination arm with NIR/vis mirror this shall includes USB video camera with c-mount adapter and WIRE 2.0 video capture software. 30. Line-focus optics for line-scan imaging with XY mapping stage. 4). 514 nm (50mW) air-cooled Ar+ laser, 1800 1/mm grating, 100cm Rayleigh filter set, laser mounting kit with external exhaust fan, coupling mirrors, pinhole, interlock cable and plrf. Includes beam expander mount, with beam expansion optics & pinhole and laser ND filter assembly. The combine AFM specification includes: 5). MultiView 2000TS (NSOM/SPM Tip & Scan Head Assembly), Normal force module with Quad PSD, Beam Bounce Feedback,70 micron flat scanner pieZo stage incorporating .24mm central opening, scan Range: Lateral -140 micron Scan Range: Axial -140 micron, Inertial Translation rough movement over 6 mm, Five sample holders with varying heights, Two AFM tip mounts for: contact AC mode and lateral force imaging, Ten cantilevered fiber-field/AFM imaging probies for installation, Nanonics Integra Electronic Control System with Raman module, 100xLong working distance (6.5mm) high numerical aperture (0.75) objective for Raman/AFM operation, Interface plate for use on Leica DM-LM microscope, Ultra low Noise Platform for Raman/SPM Combination, Multiview 2000 top plate for TERS operation. 6). Installation and Training: 2-3 days on site installation and training, 4 days on site installation and training (SPM/AFM: combined Raman/AFM). 7). Liquid Cell Scan Head Attachment, normal force module with Quad PSD, Internal preamp and red laser diode power supply. The contractor must be able to provide an instrument that must be able to obtain atomic force microscope imaging with an atomic force sensor that is transparent, this allowing, with an upright microscope simultaneous identical points of atomic force sensing and confocal pixel image acquisition. The transparent tip also enagle shaowing NSOM experiments, a new technique with tremendous biological potential. The instrument must be able to provide the same platform both probe and stage scanning NSOM with switching from stage scanning to probe scanning on line electronically without movement of any of the components of the scan head. This instrument must be able to view the tip of the NSOM or AFM probe with the lens of the microscope while the probe is independently illuminating or collecting light from the sample. Electronic copies of quotations will be accepted if they are received by the due date and time. Evaluation Criteria: a). Ability to meet technical requirement. b). Ability to deliver on time and within specifications. c). All offeror?s will also be evaluated on best value on technical and lowest price acceptable to the Government. The provision at 52.212-1, Instructions to Offeror Commercial, applies to the acquisition. The provision at 52,212-2, Evaluation Commercial Items, is applicable. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders
