Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to enter into an IDIQ award for GeneChip probe arrays, GeneArray Scanners, Fluidics Stations, Hybridization Ovens, and supporting software packages, service and technical support with Affymetrix Inc., 3420 Central Expressway, Santa Clara, CA 95051. For a one year base period with two one year option periods. The CCR, NCI, is the largest Intramural Research Program within the NCI and the NIH. Its mission is to provide a valuable impact on human health through scientific discovery and translation of the basic research to cancer prevention and treatment. Its goal is to become a premier cancer research center that pioneers novel approaches to translation and clinical research through its basic research strengths. The center provides a unique opportunity to achieve this goal and provide training in basic and applied research. The major goal of this project is to extend the research capabilities of the NCI. Advanced micro-array technologies have made a profound impact in the pharmaceutical and biomedical worlds and are critical to experiments of genomic profiling and genotype analysis on the genes of human, mouse, yeast, and other organisms. Affymetrix high-density probe arrays offer information densities as high as 6,500,000 unique features per chip, approximately 20 times more than other platforms. The Affymetrix GeneChip arrays have been used in hundreds of NCI experiments and continue to be used by NCI as well as several other Institutes. The GeneChip probe arrays manufactured by Affymetrix are compatible only with their equipment. No other manufacturers' equipment will work with the Affymetrix probe arrays which are proprietary to Affymetrix. There are 23 Affymetrix scanner systems being used throughout the NIH and 11 of these are being used by the NCI. The use of the Affymetrix probe array by NCI is critical to the ongoing research and experiments. Any change to the probe arrays currently in use will result in additional variables in all experiments. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above arrays and equipment, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on November 29, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
