Description
The Social Security Administration intends to negotiate solely with Sterling Commerce America Inc, 12355 Sunrise Valley Drive, Suite 370, Reston, VA 20191 under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 ?Soliciting from a Single Source? to purchase additional on-site support services for SSA?s eData Services and the Electronic Records Express (ERE) application (formerly known as Electronic Medical Evidence (EME)). Currently, Sterling is providing on-site programmatic support services at SSA by means of Contract 0600-02-60004. This contract is due to expire December, 2006. However, the government underestimated the number of hours needed for the task. In order to continue support uninterrupted, SSA intends to modify the contract, in order to procure 640 additional hours of IT technical support services from Sterling Commerce, to expand and enhance the Electronic Records Express (ERE) production system, and to prevent development delays for this and associated projects. Sterling Commerce software is proprietary in nature, and Sterling Commerce Inc retains the exclusive rights to the source code necessary to provide fixes, corrections and updates to the software. Therefore, Sterling Commerce America, Incorporated is the only known source capable of satisfying SSA?s requirements. The Government anticipates the award of a modification to the current contract, using firm-fixed price labor rates. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
