Description
The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to negotiate a sole source contract with Metal Storm Incorporated, 4350 Fairfax Drive, Suite 810, Arlington, VA 22203-1625 for the production of one (1) 40mm anti-personnel unattended weapons pod utilizing Electronic Ballistic Technology (EBT) and one (1) operator control unit. The utilization of EBT, for the weapons pod, is proprietary to Metal Storm Incorporated. The technology enables multiple projectiles to be stacked and fired from a single tube (barrel). These barrels can be grouped together in a range of sizes and calibers to form compact electronically operated weapons. The projectiles are stored and transported in, and eventually electronically fired from these multi-barreled tubes. Due to the fact that Metal Storm Incorporated does not share their proprietary weapons design information with any other business, they are the only available and qualified source to provide the required technology. The contract type will be a firm fixed-priced (FFP) for an eighteen (18) month period of performance. This notice of intent is not a request for competitive proposals or quotes. Use of any other contractor would result in substantial duplication of costs and delays for the Government based on proprietary information controlled by Metal Storm Incorporated. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. Hard copy versions of the solicitation and any subsequent amendments will not be available.
