Description
SOURCES SOUGHT NOTICE. The Fleet & Industrial Supply Center Pearl Harbor is seeking sources to provide program management/support services for operational and technical subject matter expertise to the U.S. Pacific Command (USPACOM), Air and Missile Defense Branch, Oahu, Hawaii. The subject matter expert (SME) shall include operational and technical integration of Theater Ballistic Missile Warning (TBMW), Shared Early Warning (SEW), Combined Early Warning (CEW) and Air and Missile defense operations into operational plans, exercises and contingencies. The contractor shall be responsible for the management of the USPACOM TBMW architecture. SME scope of work includes providing immediate mission critical technical support in the review and analysis of all TBMW/SEW/CEW issues. SME will coordinate the planning, execution, and evaluation of TBMW/SEW/CEW concepts, coordinate participation and provide planning for AMD-related working groups, exercises, and seminars across multiple levels of battle employment scenarios and field exercises from a strategic-operational-tactical perspective by identifying potential training and interoperability failure points as well as providing executable recommendations for failure point resolution. Develop potential theater positions on issues associated with the planning, operational architecture development, and integrated employment of all passive defense measures within the USPACOM AOR. Maintain the established health and welfare status of the TBMW/SEW/CEW baseline for all operational nodes within the USPACOM AOR. Provide for exercise and real world Theater Event System requirements. Establish and maintain communications with TBMW/SEW/CEW POCs at USFK, USFJ, PACFLT, PACAF, USARPAC, SOCPAC, within pertinent J-Staff at USPACOM, and at USSTRATCOM, USNORTHCOM, USEUCOM, USCENTCOM, JTAMDO, MDA, and NORAD. At a minimum, TOP SECRET/SCI security clearance is required. Contract duration will be 12 months, with two twelve-month options. Interested parties shall provide to the Government information as follows: (1) Name of company, include company address, a contact person?s name, telephone number, and email address; (2) Company size (please specify as either large, small business, or 8(a)); (3) Describe in detail the scope and experience of past and current similar contracts within the past five years and describe the firm?s capability to perform the work (contract number, dollar value, point of contact, phone number). Responses must be received by 1:00 p.m. Hawaii Standard Time (HST) on 30 November 2006.
