- The U.S. Army Space and Missile Defense Command/ Army Forces Strategic Command issues the following Presolicitation Notice to inform all interested parties of the following; 1. The Name and Requirement referenced in Sources Sought Notice, W9113M-06-R-0037, DoD Systems Information Assurance Accreditation and Certification is henceforth referred to as Systems, Technology, and Research Information Operations Support. This p resolicitation notice is for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. 2. This Statement of Work (SOW) for Systems, Technology, and Research Information Operations Support is Classified Secret. 3. This effort requires a SECRET facility clearance and safeguarding capability. The organization and personnel gaining access to the Classified SOW must have appropriate clearance and safeguarding capability at the time of receipt of the SOW. 4. This effort is will be competed as a Small Business (SB) Set-A-Side, and include small disadvantaged businesses, 8(a) businesses, woman-owned small businesses, hub zone businesses, service disabled veteran owned small businesses, and other socioeconomi c groups addressed by the Federal Acquisition Regulation. 5. This Presolicitation Notice is not open to foreign firms/nationals. 6. All interested parties planning to respond to the solicitation for Systems, Technology, and Research Information Operations Support MUST provide the following information Not Later Than, 8 December 2006. Send responses by email to jae.steele@smdc.a rmy.mil and Dianne.Trimble@smdc.army.mil . Email Subject Line Will Read, Systems, Technology, and Research Information Operations Support, and (Company Name). a. Company Name, Address, Business Size, and CAGE Code b. Type Facility Clearance and Classified Storage Capability c. Secret Internet Protocol Router Network (SIPRNET) email address and/or Classified Mailing Address. d. Data shall be sent to Jae Steele and Dianne Trimble. The government contemplates award of a cost-plus-fixed-fee, level-of-effort type contract The planned period of performance is twenty-four (24) month for the basic effort, with two (2) one (1) year options for a total period of performance of 48 months or four (4) years. The estimated release date for the Draft Request for Proposal (RFP) is on or about 15 December 2006. This date is for planning purposes only, and is subject to change. The North American Industrial Classification Systems (NAICS code is 54 1710 with a small business standard of 1,000 employees. Bidders information is being established by the U.S. Army Space and Missile Defense Command/ARSTRAT in Huntsville, Alabama. Specific details will be provided in the Draft RFP. The contract special ist for this effort is Jae Steele, SMDC-RDCM-SN, email Jae.steele@smdc.army.mil. All questions shall be in writing and sent to Jae.Steele@smdc.army.mil. Paper copies of the presolicitation notice will not be provided nor is a mailing list being maintaine d for this acquisition. All associated documentation will be posted at the above website address.
