- The Southern Region Contracting Center-East, Fort McPherson, GA, intends to solicit for a broad range of real property sustainment, restoration and maintenance of minor construction projects and award a single Job Order Contract (JOC) for Fort Gordo n, GA and its Recreation Area, Lake Thurmond Recreation Area, located in Leah, GA These contracts will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and will include approximately 35,000 individual construction tasks. Scope of Work encompa sses tasks in a variety of construction disciplines based on the complete guide of disciplines listed in the current 2007 R.S. Means Construction Cost Media shall be used as the unit price book for this JOC. This is a competitive HUBZone Small Business pr ocurement. Competition shall be restricted to eligible HUBZone small business contractors that are certified by the date that proposals are due. All other offerors are deemed ineligible to submit offers. The North American Industry Classification System Code (NAICS) for this requirement is 236220 and the Small Business Size Standard is $31.5 million. The Government intends to award one (1) Job Order Contract utilizing fixed coefficients for the base period with economic price adjustments based on the Eng ineering News Record Building Cost Index (BCI) for the option years. The period of performance will be for a base year of 12 months and four one-year option periods. The guaranteed minimum that will be ordered under this contract, and which will be initia ted by one or more task orders, will be $10,000.00 for the base year and each option period thereafter per contract award. The collective estimated dollar value per contract year is $8,000,000.00 however; in no event will the sum of the task order awards f rom the basic contract and each option period exceed the estimated maximum of $40,000,000.00. Task orders will be awarded on a firm-fixed price basis after task order competition and negotiation, subject to the availability of funds. Individual task ord ers against the contracts will vary in range from $2,000.00 to $750,000.00. This will be a negotiated procurement and offerors will be required to submit both a technical and a price proposal. The Government will select the offeror using the Lowest-Price d Technically Acceptable Source Selection Process described in the Federal Acquisition Regulation (FAR) Subpart 15.101-2. The Government intends to award contracts without discussions, therefore, the Offeror's initial proposal shall contain its best term s offer. Tentative solicitation issue date is on or about January 3rd, 2007, and will be issued via ASFI.
