Description
********The RFP response period is extended until 4PM November 21, 2006. All other requirements contained in the RFP remain unchanged********** BSA has a requirement for a Confocal Microscopy System designed for nano level research. In addition to the manufacturer?s specification for a state-of-the-art Confocal Microscope system, the instrument shall also be designed to meet BNL?s special requirements delineated herein. This, acquisition, is a, ?Best Value?, procurement. The utilization of this procedure is expected to provide the greatest overall benefit to BSA/BNL. ?Best Value? employs a trade off process that permits award to other than the lowest priced offeror or to the highest technically rated offeror. The tradeoff process, associated with Best Value involves a comparative weighing of the evaluation factors and sub-factors identified in the Request for Proposals (RFP). Specifically, the trade off process involves selecting the most advantageous offer based upon an integrated assessment of both non-cost/price factors, taken in their assigned relative importance. The following factors, in their relative order of weighting, will be utilized to evaluate the offers: 1. Confocal Microscope Technical Specification Compliance Specification Section 2.1 Inverted Confocal Microscope 2.2 Optics Kit 2.3 Imaging System Laser 2.4 Conventional Scanning Mode 2.5 Resonant Scanning Mode 2.6 Detector System Efficiency 2.7 Work Station Capabilities 2.8 Fluorescence Correlation Spectroscopy 2.9 Fluorescence Lifetime Imaging (FLIM) 2.10 Vendor Specimen evaluation 2. System Support Operating Manuals Warranty (Section 2.10.3) Training 3. Performance Risk Confocal Microscope production and installations Relevant Experience Quality of Work Timeliness of Performance Proposals are due November 17, 2006 by 4:00 PM, EDT, and shall be submitted to Brookhaven Science Associates, Brookhaven National Laboratory, Attention: D.
