- AMENDMENT 0001: Clarifies the 3 10,000 gallon tank locations. Deletes Auto-fill requirement and auto-fill clauses. Advises that this fuel is required when natural gas curtailed. See DESC website for copies of the Amendment posted. The closing date remains unchanged. WEB ADDRESS: http://www.desc.dla.mil and http://www.fedbizopps.gov/ DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. 600,000 gallons of Diesel Fuel #2 Ultra Low Sulfur (US) (ordering period is Date of Award through March 31, 2007) is being solicited for automatic fill, FOB Destination delivery to Anniston Army Depot, Anniston, AL from Date of Award to April 30, 2007. This will be a TW delivery mode, automatic fill, delivered into a number of small tanks. Solicitation SP0600-07-R-0203 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-03-R-0005 as amended by Amendments 0001 through 0015 is incorporated by reference. The NAICS code is 424720 and the small business size standard is 500. DESC reserves the right to make contract award based on the initial offer submitted. The provision at 52.212-1 - Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer. Contractors who have submitted an acceptable offer package for Solicitation SP0600-03-R-0005 may reference those completed certifications, state that the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision 52.212-3. The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. This solicitation incorporates by reference all provisions of Solicitation SP0600-03-R-0005 as amended by Amendments 0001 through 0015 except as follows: The following Clauses are added to the solicitation: C16.69 FUEL SPECIFICATIONS (PC&S) (DESC AUG 2006); L2.11-4 E-MAIL PROPOSALS (DESC APR 2005). The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. After award, the contract price will escalate / de-escalate in accordance with Clause B19.19 Economic Price Adjustment (PC&S) (DESC APR 2006) as stated in the reference package. The proposed reference is OPIS BIRMINGHAM, AL #2ULS dated 26 September 2006 @ $1.81660. Elements that should be included in the offer are as follows: price and any exception to the terms and conditions. All taxes except FET should be included in the offered price but Offeror must annotate which taxes the price includes.
