- Description
- The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee) is pursuing partnerships with U.S. commercial manufacturers of proprietary chemical proportioning systems which are comprised of both the wall mounted dilution control systems, as well as a complete line of chemical concentrates (to include hard surface floor care and carpet and upholstery formulas) that meet and/or exceed the FAR and other Federal Government published standards, Executive Orders and Federal Agency requirements. At a minimum the following criteria must be met: 1) Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales 2) Wall mounted proportioning equipment must meet all ASTM and plumbing criteria for safety performance, reliability and back flow prevention. 3) Wall mounted proportioning equipment must demonstrate the ability to dispense multiple in-use diluted solutions in variable flow rates to meet both high and low flow needs. 4) Preferred concentrated chemical formulas dispensed through the system would be environmentally preferred and/or Green Seal certified. 5) On-site installation of wall mounted proportioning equipment by manufacturer technicians. 6) National customer service center that operates 24 hours/ 7 days a week and will electronically transmit messages to service representatives throughout the United States to respond to urgent customer requests. 7) The chosen manufacturer must be willing to set a high priority for delivering the bulk materials to the non-profit agency in order to assure the agency of on-time deliveries to the end-use customers. 8) All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose, have current MSD sheets, and for those Green Seal certified and/ or bio-based formulas must possess the necessary documentation for GS37, GS40 and/or meet minimum bio-based percentages as designated by the USDA. 9) A willingness to enter into a multi-year agreement which includes on-going technical and production assistance and the necessary field technical support while enabling the non-profit agency to meet the criteria of the Javits-Wagner-O?Day Program to fill containers, label, assemble, and package the products thereby creating employment for people who are blind or severely disabled. 10) Commitment to working independently with the JWOD team to market products to Government customers under the JWOD Program. 11) Willingness to work with the non-profit agency, NIB or NISH and the Committee to ensure that the price to the end-users is a fair and reasonable price. 12) Manufacturers? submissions must demonstrate that the specific products proposed meet the various criteria, as well as indicate what functions the nonprofit agency?s employees would perform. Only manufacturers need reply, no response is required on the part of nonprofit agencies. The deadline for response is December 18, 2006.
