Description
Sources sought for market research and interested firms to bid Library Services at Mountain Home AFB, Idaho. Sources sought to participate in market research for the acquisition of Library Services at Mountain Home AFB, ID. The resulting contract will require the contractor to operate the library as part of the Air Force Library and Information System (AFLIS) program. The contractor shall preform the required work so that the Library?s Tri-fold program of Mission, Education (Professional Military Education and General Education), and Quality of Life are successuflly accomplished. The purpose of market research will be to determine the common practices used in the commercial marketplace and the commercial/industrial standards the work must meet. Respondents will be requested to complete a market research questionnaire, either verbally or in writing, or both, and to participate in verbal discussions concerning commercial practices. After market research is completed, the government will decide the type of business program consideration under which this solicitation will be issued. A DRAFT Statement of Need is attached for review to determine if interested firms have the capabilities to perform the required work. Interested firms should notify this office, in writing or by email, of their intention to bid on the project as early as possible by not later than 17 Nov 06. Market Research Survey Library Services Mountain Home Air Force Base, Idaho Please answer the following questions and return to 366 CONS/LGCA2 Business_______________________ Address_______________________ ________________________ Phone______________Cell_______________Fax________________ To enhance the understanding of all interested parties the following information is being provided to supplement the new Performance Work Statement (PWS). ? Mt Home AFB library provides academic support to base colleges as well as general support to the base community. ? Scope of work is both customer programs and services and technical services in the library administrative o Reference support for the Air Combat Command (ACC) will be centrally operated at a research office at Langley AFB. ? Mt Home AFB library partners with education as well as the coffee bar vendor to better serve customers. ? New library standards provide for two key personnel; administrative librarian and computer specialist, versus the current staff complement. ? Funding shall be available to allow for enough paraprofessionals to maintain 55 hours of operation per week Relevant performance includes performance of efforts involving base library services or other customer service facilities that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation. 1. Can the contractor provide experienced professional key personnel as well as paraprofessional staff to meet the hours of operation and contract requirements? 2. Does the contractor?s upper level management have the corporate expertise and ability to manage library staff and troubleshoot library problems? 3. Does the contractor have quality controls and procedures to assure the quality of service provided when located outside the Mt Home area? 4. Military Libraries are unique compared to public libraries. Can the contractor show evidence of previous successful govt lib contracts? 5. Has the vendor worked with Sirsi/Dynix which is the automation backbone for administration? 6. What experience does the contractor have with library reports such as collection development schemes, technology plans etc? 7. Can the contractor demonstrate knowledge and experience in providing on-line databases, interlibrary loan, and document delivery? 8. Can the contractor provide a plan for customer education and outreach services to support mission and education requirements? DRAFT STATEMENT OF NEED 1.0 GENERAL INFORMATION: The Base Library Contract for Mountain Home Air Force Base will expire midnight March 31, 2007. Currently, the Services Squadron does not have the manpower in house to operate library. In the absence of the required manpower the 366 Services Squadron intends to continue with the commercially rendered library contract. We therefore request to contract with a commercial vendor for these services. The services desired, shall again be to provide all personnel, supervision and other items and services necessary to perform general library services as defined in the Statement of Work except as specified as government furnished property and services. BASE LIBRARY - One main facility, the Base Library 2.0 PROGRAM OVERVIEW: Scope of work focuses on 4 key areas of responsibility: Top Management Responsibilities (policies/practices), Resource management (planning/control), General Library Services (operations), and Measurement, Analysis and improvement (assess/adjust). 3.0 GENERAL LIBRARY SERVICES: Support the tri-fold program objectives: Mission, Education and Quality of Life. 4.0 QUALITY CONTROL PLAN: The Contractor shall provide a Quality Control Plan describing how he/she will monitor, analyze and improve library services demonstrating conformity to the above tri-fold plan. 5.0 TOP MANAGEMENT RESPONSIBILITIES: The Contractor shall communicate to the Services Squadron, patrons and base leadership the importance of meeting customer and statutory and regulatory requirements. Fulfills all duties and responsibilities typical for an AF SVS facility manager. 6.0 PROVIDE A LIBRARY STAFF: The Contractor shall provide a library staff IAW AFI 34-270 as supplemented by MAJCOM. 7.0 PROVIDE BASIC TRAINING IN LIBRARY TECHNOLOGIES: The Contractor shall provide training and cross training and orientation to new library staff members. 8.0 RESOURCE MANAGEMENT: The Contractors top management of library services shall provide evidence of its commitment to the development implementation and execution of the library resource management system. 9.0 LIBRARY OPERATIONS: The contractor?s top management of library services shall provide evidence of its commitment to day to day or daily library operations and continually improve its effectiveness 10.0 MEASUREMENT ANALYSIS AND IMPROVEMENT: THE Contractors management shall complete all AF required reports and suspense?s and shall provide evidence of its commitment to the measurement analysis and improvement of the library management system and continually improve its effectiveness. 11.0 GOVERNMENT FURNISHED PROPERTY: The government will furnish the Base Library at 520 Phantom Avenue. Maintenance of the facility will be provided by the government. Contractor shall act as building manager for the library building 12.0 GOVERNMENT FURNISHED SERVICES: The following services are provided by the government: a) Telephone and e-mail b) Commercial Internet Service Provider (Customer computer system) c) Military Internet Service (Staff computer system) d)Base Distribution e) Utility Service f) Custodial and Refuse Service g)Processing support (SIRSI, ILS) h) Insect and Rodent Control i) Grounds Maintenance j) Security forces and fire protection 13.0 HOURS OF OPERATION: IAW AFI 34-270 as supplemented by MAJCOM and Base Directives.
