Description
THE LANGUAGE CORPS OVERVIEW The National Security Education Program, a DoD organization aligned with the Under Secretary of Defense (Personnel and Readiness), in response to the President?s National Security Language Initiative, is seeking to identify potential sources: (1) to complete development of an operational plan for the establishment of The Language Corps and (2) conduct a three-year pilot program demonstration of The Language Corps. BACKGROUND The Department of Defense (DoD), working in close coordination with the Office of the Director of National Intelligence (ODNI) and other federal departments and agencies, recognizes the need for short- and long-term requirements for professionals with proficiencies in foreign languages. Establishment of The Language Corps addresses this need and is a part of the Language Transformation Roadmap approved by the Secretary of Defense in 2005. Additionally, operationalization of The Language Corps Pilot concept is identified as a vital component of the President?s National Security Language Initiative announced in January 2006. SCOPE--About The Language Corps. The mission of The Language Corps is to provide and maintain a readily available civilian corps of certified expertise in languages determined to be important to the security and well-being of the nation. The Language Corps will offer language competent-professionals the opportunity to support government efforts in times of emergency or crisis, when their expertise can truly make a difference. The Language Corps is viewed as an organization that will serve the needs of the entire federal government during times of international and domestic emergency or crisis. The Language Corps ? Operational Plan. The operational plan must address all components of establishing/standing up this new organization ?both administratively (i.e., managing the program), and functionally (i.e., achieving the mission). It is contemplated that The Language Corps will utilize a ?pool? approach to accomplish its mission. The Language Corps will recruit participants for Pool A: comprised of American civilians with language skills who may be available for federal service during times of war, national emergency, or other needs; and Pool B: comprised of Americans with language skills who agree to perform specific responsibilities and duties and who are under contract to serve a specific number of days per year. The Language Corps ? Pilot Program. The three year pilot program will implement the approved operational plan and demonstrate The Language Corps? effectiveness. During this period, The Language Corps Pilot Program will be tested and verified. All operations of The Language Corps, including a Personnel Center, will be outsourced. The contractor will be responsible for administering all aspects of The Language Corps Pilot. Designing and maintaining a streamlined and highly cost-effective approach to The Language Corps administration will play a significant role in the long-term success of this organization. NO SOLICITATION EXISTS AT THIS TIME. ALL RESPONSES AND QUESTIONS MUST BE SUBMITTED VIA E-MAIL. TELEPHONIC REQUESTS FOR SOLICITATIONS AND/OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. Interested firms are requested to provide capability statements (not to exceed 15 pages) that include the following information: (1) Company Name, address, point of contact, telephone number and e-mail address; (2) Business size status, (Large, Small, large, 8(A), etc) (3) Identify current GSA Schedule Contracts (4) Company experience?where, when and for whom have you done this type of work? (5) Company experience --Provide a general discussion of your capabilities and demonstrate the capacity to perform the above stated requirement. A SECRET security clearance is required. ALL RESPONSES AND QUESTIONS MUST BE SUBMITTED VIA E-MAIL. TELEPHONIC REQUESTS FOR SOLICITATIONS AND/OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. RESPONSES ARE DUE NO LATER THAN 30 NOVEMBER 2006. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. There is no commitment on the part of the Government to award a contract as a result of this notice.
