Description
The Virginia Contracting Activity (VACA) seeks capability statements from qualified businesses having the capability to provide information on Ground Based Family of Sensors. The purpose of this Request for Information is to obtain information on the state of the industry for the creation of ground based, unattended sensors, the implementation of multi-domain sensors as a family of sensors (FoS) solution, and acting as a lead system integrator for the tasks of developing an unattended ground sensor family of sensors. Information sent should be relevant and specific in the seven technical areas under consideration Item 1: Previous work as a Lead Systems Integrator working with multiple sub-contractors within the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management Framework (consisting of the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and Program Planning, Budgeting and Execution (DoD 7000.14-R) ) as part of an RDT&E program to include Validation and Verification testing. Item 2: Current state of ground sensor systems including seismic, acoustic, magnetic, electro-optical, infra-red (EO/IR), Radio Frequency (RF), and electromagnetic (EM) areas of the spectra. Item 3: Current use of data to create ESRI-compatible GIS outputs for visualization and analysis from given inputs (sensors, testing data, ground truth, etc). Item 4: Past or current work in the creation of test reports, test plans, and other associated RDT&E support documentation with respect to ground sensors. Item 5: Current state of data storage, data analysis, signature extraction, and identification via automated tools for analysis. Item 6: Current state of sensor and system testing in a representative environment. Item 7: Current means (or near term projected means) of emplacing and enabling a ground based family of sensors in a remote area. Any other specific and relevant information about this particular area of interest that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. Documentation shall not exceed three pages per item of interest. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government use. Any proprietary information should be so marked. Interested organizations presenting a capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, type of small business if applicable (e.g. 8(a), woman-owned, HUB Zone Small Business, etc.), and 6) capability information in response to the requirement. Please submit written capability statements via e-mail or fax by 1:00 P.M. EST on Friday, December 15, 2006 to the VACA Contracting Officer.
