- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) No. is N00244-07-T-0101. The requirement is for motor coach bus transportation services as described below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13 and Defense Acquisition Change Notice 20061026. The North American Industry Classification System is 485510); The business size standard is $6.0M. This acquisition is 100% set-aside for small business. The requirement is for the following: CLIN 0001: From CBC Port Hueneme, CA to Fort Hunter Liggett, Jolon, CA; 47 Passenger Bus, 4 each. 2 Buses to depart at 0400 and 2 Buses to depart at 1200 on 27 Nov 06. CLIN 0002: From CBC Port Hueneme, Ca to Fort Hunter Liggett, Jolon, CA; 47 Passenger Bus, 9 each. 6 Buses to depart at 0400 and 3 Buses to depart at 1200 on 01 Dec 06. CLIN 0003: From CBC Port Hueneme, CA to Fort Hunter Liggett, Jolon, Ca; 47 Passenger Bus, 1 each. Bus to depart at 0400 on 04 Dec 06. CLIN 0004: From CBC Port Hueneme, CA to Fort Hunter Liggett, Jolon, CA; 47 Passenger Bus, 1 each. Bus to depart at 0400 on 09 Dec 06. CLIN 0005: From Fort Hunter Liggett, Jolon, Ca to CBC Port Hueneme, Ca; 47 Passenger Bus, 8 each. 2 Buses to depart at 1400 and 6 Buses to depart at 1800 on 14 Dec 06. CLIN 0006: From Fort Hunter Liggett, Jolon, Ca to CBC Port Hueneme, Ca; 47 Passenger Bus, 2 each. Buses to depart at 1800 on 15 Dec 06. CLIN 0007: From Fort Hunter Liggett, Jolon, Ca to CBC Port Hueneme, Ca; 47 Passenger Bus, 1 each. Bus to depart at 1800 on 17 Dec 06. CLIN 0008: From Fort Hunter Liggett, Jolon, Ca to CBC Port Hueneme, Ca; 47 Passenger Bus, 1 each. Bus to depart at 1400 on 18 Dec 06. T he distance between Port Hueneme, CA and Fort Hunter Liggett, CA is estimated to be 250 miles in one direction. The contractor is responsible for vehicles, drivers, fuel, liability insurance and must comply with all safety, security, environmental regulations and with DOT and State of California requirements for commercial transportation. The following provisions and clauses apply to this acquisition. 52.212-1, Instructions to Offerors- Commercial Items applies. Commercial Items Deviation (Apr 2005), 52.222-19 Child Labor-Cooperation with Authorities and Remedies (Jun 2004), 52.222-21 Prohibition of Segregated Facilities (Feb 1999), FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Vetera ns and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b); DFARS 252-225-7001, Buy American Act and balance of Payment Program; and DFARS 252-225-7012, Preference for Certain Domestic Commodities; In accordance with Far 52.212-3 Offeror Representations and Certifications ? Commercial Items, Offerors must complete annual representation and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provisions applies, a written submission is required. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the responsible offeror proposing the lowest pri ce. Offerors are also reminded to comply with 252.204-7004, Required Central Contractor Registration (Mar 1998). Lack of registration in the CCR will make an offeror ineligible for award. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.). Anticipated award date is 22 November 2006.
