Description
The Naval Surface Warfare Center-Panama City, Florida (NSWC-PC) is interested in working with a manufacturer to potentially procure and field a Diver Information Display & Integrated Communications Facemask (hereinafter referred to as ?the system?) for US Marine Corps combat divers. USMC Combat Divers conduct underwater combat swims as a method of troop insertion. Operations are conducted at night in zero visibility conditions using the MK-25 UBA (Draeger LAR-5) in shallow water (typically 0 ? 20 FSW). Training may be conducted using Open Circuit SCUBA in depths to 190 FSW. To augment the divers? insertion capability, a 2-man Diver Propulsion Device (DPD) vehicle is employed. The Diver Information Display & Integrated Communications Facemask will provide enhanced operational capability, and increased dive team safety and mission success. The system should provide full facial coverage (full facemask form factor) and integrated underwater voice communications (diver-to-diver secure, and thru-water to surface support) for enhanced protection from cold, and increased dive team safety. The system should provide the diver with a visual display of his Depth (in feet), Time (stopwatch function - in seconds), and Bottle Pressure (selectable in either PSI, or BAR) ? readable regardless of environmental conditions. The diver should have direct control over visual display brightness/illumination levels. Internal power for the system should be COTS user replaceable batteries and should provide a minimum of 6-hours operation. The system should also be able to provide the diver with a visual display of high-resolution, color graphical imagery (such as navigational maps) from an external source (such as an underwater tactical navigation unit). The US Marine Corps is interested in procuring and fielding between 400 - 600 systems within the next year. Candidate companies should have experience in the manufacture of military diving equipment. Other areas of experience and expertise should ideally include the design, fabrication, and integration of electronics, microprocessors, digital displays, head-mounted displays, and optical systems. Responses to this announcement should include a technical description and detailed characteristics. The system descriptions should have enough information for the Government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror.
