Description
The United States Army Corps of Engineers, Walla Walla District is conducting a market survey on the availability of potential contractors to provide independent elevator inspection at Lower Monumental and Little Goose Powerhouses located near Kahlot us, WA and Dayton, WA respectively. Below is the draft scope of work for the inspection service needed due to a recent elevator upgrade. Timeframe for when this service is needed is within the next month. Responses should be furnished electronically by 10:00 A.M. PST, Monday, 20 November 2006 to the reference point of contact: Contract Specialist Mr. Mark Jones, Email: mark.t.jones@usace.army.mil Fax: (509) 527-7802. Responses should state/addre ss the qualifications possessed listed in section 4 of the below SOW. Please provide affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number. All responses should include a point of contact, telephone number, and electronic address. 1. Background. The U.S. Army Corps of Engineers, Walla Walla District is upgrading the existing passenger elevators including the installation of new passenger elevator features, complete, at two lower Snake River dams' powerhouses: the Lower Monumental Lock and Dam and the Little Goose Lock and Dam. The government will award a contract to install new elevator systems and equipment to replace old systems and equipment. Existing features to be replaced include, but are not limited to, the hoist motor (including DC motor generator set); the hoist gear box; the elevator brake; hoistway ropes and shackles; rope deflector sheave; speed governor; elevator car and counterweight guide rail rollers; elevator car safeties; elevator car walls; elevator car doors including infrared reversing edges; elevator car ceiling; buffers for the elevator car and counterweights; and elevator electrical systems and wiring including all traveling elevator car power and communications cabling, the disconnect switch, motor feeders and all associat ed controls including the controller cabinet. Hoistway doors will also be retrofitted with new door operators, hoistway hangers, tracks, and rollers. To comply with the requirements of Architectural Barriers Act (ABA), elevator cars will be provided with new operating controls, handrails, communications devices, and new hall call stations at each floor landing. The following scope of work establishes the minimum qualifications for an independent elevator inspector to be retained by and act as an agent for the government. 2. Inspection Requirements. The independent Elevator Inspector shall inspect each elevator required to be furnished and installed by the elevator contractor to assure that each installation conforms to all contract requirements. The Elevator Inspector shall witness the acceptance inspections and tests, record and approve all results and sign and certify all successful results. After satisfactory completion of the acceptance inspections and tests, the Elevator Inspector shall certify in writing to the government that the installat ion is in accordance with the contract requirements. The elevator installation contractor will be required to coordinate with the government to ensure attendance by the Elevator Inspector at necessary times during construction, inspection and testing peri ods. The elevator contractor will also be responsible for verifying all critical construction activities that must be witnessed by the Elevator Inspector and not proceeding with that portion of the work until the Elevator Inspector is present. Elevator i nspection shall cover points listed in the specifications for elevator installation, SECTION 14210; ELEVATORS, ELECTRIC. (See Enclosure No. 1) Elevator inspection shall also be in complete compliance with the methodologies and procedures contained in ASM E A17.1  2004 Safety Code for Elevators and Escalators with 2005 A ddenda. 3. Requirements for Independent Status. The Elevator Inspector shall not be currently employed by or have a financial obligation to an elevator equipment manufacturer or a supplier to an elevator equipment manufacturer; an elevator installation contractor; or any other elevator-related business which acts as agent for or is capable of rendering paid services for elevator manufacturers or elevator installation contractors. (Past independent inspection services rendered to an elevator installation contractor will not be construed to mean currentl y employed by or having a financial obligation to that contractor.) 4. Elevator Inspector Qualifications. Acceptance of the Elevator Inspectors cost proposal will be contingent upon meeting all of the following qualifications. Qualifications will be analyzed by the government on pass/fail basis and failure to meet any one qualification will result in reject ion of the proposal: a. The Elevator Inspector shall have a minimum 20 years of experience in the testing and inspection of traction passenger elevators installed in high-rise structures. b. The Elevator Inspector shall possess complete knowledge and understanding of the 2004 Safety Code for Elevators and Escalator, ASME A17.1 as well as familiarization and understanding of the National Electric Code, NEC 2006, and International Building Co de, IBC 2003, as they relate to passenger elevator installation and operation. c. The Elevator Inspector shall have current certification from the National Association of Elevator Safety Authority (NAESA) and current certification from the National Conference of States Building Codes and Standards (NCSBCS). 5. Submittal Requirements for Qualifications. The following shall be submitted for verification of qualifications: a. Statement of years of experience to include job titles, places of employment and dates when employed as a qualified elevator inspector. Documentation demonstrating a minimum 20 years of experience shall be provided. b. List of inspection projects to include a minimum 10 different inspection jobs. List shall include names of the facilities, buildings (or structures) and organizations the inspections were performed for; brief descriptions of the inspection duties; and dates of inspections. c. Copies of NAESA and NCSBCS certifications proving current registration. d. References to include the names and contact telephone numbers of clients who received elevator inspections services. At least 2 references shall be provided and inspection services for listed references shall have been rendered within the last 5 years. 6. Submittal Requirements for Proposal.
