Description
The US Army Field Artillery Center, Directorate of Training and Doctrine (DOTD), Fort Sill OK is requesting information to determine the capability of industry to provide innovative training methodologies/technologies/strategies to support the traini ng of Field Artillery Officers, Non-Commissioned Officers and Soldiers in all Field Artillery systems (Cannon, Rocket and Missiles, Command and Control, Meteorological Sensors, Target Acquisition Radars, and Survey Systems) impacting Military Operational S pecialties (MOS) 13A, 13B, 13D, 13F, 13M, 13P, 13R, 13S, 13W, and 131A. This market research is to assess the current training capabilities that can be afforded either separately or in combination at the unit and at the institution-school. Field Artillery (FA) is a very technical branch with specific skill sets requiring ext ensive sustainment training. In the War on Terror, many FA units are re-tasked to non-FA missions. The specific goal is to retrain FA units and individuals in core FA competencies after units complete deployments performing non-FA tasks. Training requir ements must focus on individual retraining, section training, and platoon certification. We are seeking help in training concepts, strategies and means to execute this training, including but not limited to training teams, training devices and simulators (TADSS), distance learning, training strategies, and software. Interested vendors are requested to provide a short, 8 page or less (excluding cover page and table of contents) white paper detailing their potential solutions. It is preferred that all documents be developed using MS Word, and be written in Times New Ro man 12 pt. The white paper should include a description of the capability, its technical maturity (if appropriate), and your point of contact (POC), telephone number and email address. Do not include corporate capabilities or past performance discussions. White pap ers shall be provided to the DOTD POCs for review not later than 1500 CST, 29 November, 2006. Selected vendors will be contacted by email on or about 6 December, 2006 with scheduled briefing dates and times. Specific questions generated from your white paper will be provided and are required to be addressed as part of your overall PowerPoint brief ing. Briefing will be conducted at Fort Sill during the period 3-5 January 2007, and will be approximately 45 minutes with 30 minutes for questions. The white paper and briefings will be at no cost and no liability to the government. Product brochures can be sent as separate electronic documents and will not count against the 8 page limit. POCs for the white paper are LTC Loyd Gerber (580-442-5903) or Mr. Thomas Carr (580-442-5903). Your white paper must be submitted by email to: loyd.a.gerber@us.army.mil and carrt@conus.army.mil .
