- The 90th Contracting Squadron, F.E. Warren AFB, WY intends to issue a Request for Proposal (RFP) for Cathodic Protection System Anode Replacement. The Government is soliciting for the award of a Firm-Fixed Price contract. This acquisition is Full and Open. This acquisition is subject to the North American Industry Classification System (NAICS) code of 238190 and Standard Industry Classification (SIC Code) Z126, with a size standard of $13.0 million. The work consists of furnishing all labor, equipment, appliances, and material and in performing all necessary travel and services required to replace the cathodic protection system deep anode beds installed at various Missile Alert Facilities (MAF?s) and Launch Facilities (LF?s) in Wyoming, Colorado and Nebraska. The contractor shall install new anodes and anode leads in new bore holes and connect to the existing junction box and rectifier. The contractor shall be required to demonstrate adequate impressed current cathodic protection for the underground structures associated with each site. Magnitude of this project is between $250,000 and $500,000. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The Government anticipates the issuance of the Request for Proposal on or about 1 December 2006. The target award date is January 2006. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. There will not be paper copies of this solicitation available. The RFP will be released using the Electronic Posting System (EPS) available at http://www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
