- The Government intends to procure commercial item services under (FAR Part 12 and FAR Part 13) sole source contract with Terumo Cardiovascular Systems under the authority of FAR 6.302-1. NAICS number is 811219. The work is to be performed at the VA San Diego Healthcare System (VASDHS) La Jolla campus located at 3350 La Jolla Village Drive, San Diego, California 92161. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain Full Service Maintenance for the 3M Sarns Heart Lung Machine Systems. Minimum requirements are: (1) Comprehensive Services Agreement and Two (2) Preventative Maintenance Inspections Per Agreement and Two (2) Preventative Maintenance Inspections Per Year; Intervening Events Coverage; Scheduled Preventative Maintenance Inspections to Include Complete System Check Out; Tests to Assure Equipment is Functioning According to Factory Acceptable Standards; Replacement of Worn Parts, Lubricate/Clean/Calibrate/Align and Certify Accuracy and Precision of Equipment of Equipment; and Parts/Labor Coverage for Repairs made during PMI visits. The Government intends to award a firm, fixed-price contract for one base year plus four option years. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The solicitation will be issued on or about September 1, 2006, with offers due on or about November 29, 2006. The requester must reference RFQ 600-742-06SS, and include the requester?s name, physical address, telephone number, and fax number. All proposals received by 3:00 p.m. Pacific Daylight /Time, November 29, 2006 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
