AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1045-747038 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is unrestricted and only qualified offerors may submit a quote. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Consular Affairs Consular Systems and Technology (CA/CST). This Justification and Approval (J&A) on a brand name only basis is for the use of Dell Optiplex GX620 minitower workstation. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure connectivity requirements, thereby precluding consideration of the products of another company. CA/CST has identified the Dell Optiplex GX620 minitower workstation as a key component for overseas Consular offices. The Dell Optiplex GX620 minitower was selected for this purpose because of the results obtained by Creative Information Technology, Inc. to replace a like number of older PCs used overseas in Consular offices. The Dell Optiplex GX620 workstation is able to support the overseas and domestic standard configurations and run Consular Affairs applications with associated peripherals. The workstation meets all of the Consular Affairs minimum hardware requirements. The Dell Optiplex GX620 (MT) workstation features a BTX (balanced technology extended) chassis, power supply and motherboard that are designed for thermal efficiency, improved reliability, and quieter operation. Dell's chassis design provides tool-less access to the system and components for quick service. In summation, CA/CST believes that the Department?s best interests will be served if the Dell Optiplex GX620 minitower Workstation is procured at this time. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s networking system. The Dell Optiplex GX620 minitower workstation has undergone test and assessment, evaluation for overseas deployments and received final approval from the Department of State Consular Affairs Configuration Control Board
