Description
Request for Information BLS-07-02 The United States Department of Labor (DOL) Bureau of Labor Statistics (BLS) Office of Employment and Unemployment Statistics (OEUS) is conducting market research for an upcoming procurement requirement for data collection and processing tasks. The purpose of this initiative is to acquire contractor?s support and assistance for data collection operations in Chicago, Atlanta, Dallas, Kansas City, and Washington DC for three nationwide statistical surveys: ? The Current Employment Statistics Program (CES); ? The Job Openings and Labor Turnover Survey (JOLTS); ? The Electronic Data Interchange (EDI) center, which collects for both CES and the Quarterly Census of Employment and Wages (QCEW) program. BLS is seeking information from industry regarding this requirement. This notice is a Request for Information (RFI) from interested vendors who can provide qualified required support. All contractors doing business with the Federal Government and responding to the RFI shall be registered in the Central Contractor Registration (CCR) database. For further information on this requirement?s background and scope of work, please refer to RFI BLS-07-02 Attachment 1, entitled ?Draft Statement of Work?. Interested contractors responding to this RFI are required to submit Capabilities Statement addressing each bullet in the format and order provided below: 1. State company name, address, and contact person information. 2. Provide company?s DUNS Number. 3. Indicate the over-all number of employees the company has. 4. If the company is considered to be a small business under NAICS Codes 541910 or 541720 indicate socio-economic status of the small business. 5. Indicate GSA schedule number if the company can provide required services through GSA schedule contract or state that the company does not have a GSA schedule contract that could be utilized for this requirement. 6) Demonstrate past experience in conducting large scale and establishment based surveys. RFI respondents shall describe their experience with: ? Establishment-based surveys; ? Large-scale surveys; ? Collecting data from establishments that operate in multiple locations and States. Clearly state name of the agency or business, point of contact, contract number, contract date, and contract size (both dollar value and number of full-time people involved in contract work) 7) Demonstrate past experience with surveys that involved a quick turnaround time where quick turnaround is defined as completing a major survey effort in two months or less. Clearly state name of the agency or business, point of contact, contract number, contract date, contract size (both dollar value and number of full-time people involved in contract work), and how long it took to do a survey. 8) Demonstrate past experience in achieving high response rates. Provide information related to recent survey operations most closely related to CES and provide the response rate achieved. Clearly state name of the agency or business, point of contact, contract number, contract date, contract size (both dollar value and number of full-time people involved in contract work), and the response rate for a survey. 9) Provide information about current/recent labor turnover for work involving data collection activities. 10) Provide information about the company?s recruitment strategies/approaches and, in particular, information about the average time it takes to fill vacancies for similar types of work. 11) The BLS requires the contractor to work in BLS space located in Atlanta, Chicago, Dallas, Kansas City and Washington, DC. Describe your experience in managing projects in multiple locations or approaches you would use to manage distributed operations. 12.) Provide information on quality control approaches that have been utilized in previous data collection projects. NOTE: Telephone interview data collection and EDI processing are accomplished using BLS software. Potential candidates must be willing to utilize the software provided by the BLS.
