Description The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in East, Northeast, Southeast, and Central section of Baltimore City, MD. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The contractor shall be located on no more than two bus rides, 40 minutes by bus from the Volunteers of America Community Corrections Center, located at 4601 East Monument Street, Baltimore, MD, 21205. The services required for this contract include: Base Year (01/01/07 - 09/30/07): Estimated number of inmates 30: Intake Assessments (one per inmate) for 30 inmates = 30 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 30 inmates = 360 units; Group Counseling Sessions (30 minutes = 1 unit) 96 units per 30 inmates = 2,880 units; Mental Health Intake Assessment and Report 1 per 4 inmates = 4 reports; Medication Monitoring 8 units per 4 inmates = 32 units; Psychiatric Evaluation and Report 1 per 4 inmates = 4 reports; Mental Health Counseling (Individual) 20 units per 4 inmates = 80 units. Option Year 1 (10/01/07 - 09/30/08): Estimated number of inmates 35: Intake Assessments (one per inmate) for 35 inmates = 35 assessments; Individual Counseling Sessions (35 minutes = 1 unit), 12 units per 35 inmates = 420 units; Group Counseling Sessions (35 minutes = 1 unit) 96 units per 35 inmates = 3,360 units; Mental Health Intake Assessment and Report 1 per 5 inmates = 5 reports; Medication Monitoring 8 units per 5 inmates = 40 units; Psychiatric Evaluation and Report 1 per 5 inmates = 5 reports; Mental Health Counseling (Individual) 20 units per 5 inmates = 100 units. Treatment facility must meet State of Maryland licensing requirements. Individual practitioners must meet State of Maryland license/certification requirements. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated October 2005. The request for quotation will be available on or after November 21,2006 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about December 8, 2006. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is 100% set-aside for small business concerns. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
