- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Atlanta Biologicals, 1425 Oakbrook Drive STE 400, Norcross, GA 30093, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This is the only known source that can provide Fetal Bovine Serum for the NIEHS Division of Intramural Research Laboratory of Neurobiology Polypeptide Hormone Action Group (DIR/LN/PHA) on-going research. The lot of Fetal Bovine Serum provided by Atlanta Biologicals has been tested by the DIR/LN/PHA as acceptable for use for growth of cells in culture, and provides continuity of results for growth and experimental outcomes. This purchase includes 155 500ML bottles of Fetal Bovine Serum Cat#S11550/L0015. Any firm believing itself capable of providing this product may respond by submitting a written narrative statement of capability within 15 days of date of notice to Paula Pier at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Atlanta Biologicals. The NAICS Code/Size is 325414//500EM. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
