- The Bureau of the Public Debt on behalf of the Department of Homeland Security intends to Sole Source to Pen-Link, LTD. The NAICS code is 511210 and the size standard is $23 million. This solicitation will result in a performance based, firm-fixed price contract with a base year and four, one-year options. This action is being considered for 100% set aside for eligible small business concerns. The purpose of this solicitation is to provide upgrade of Pen Link Professional Software for the Department of Homeland Security. Interested small business concerns should notify this office in writing, via e-mail of their intention to offer on this project as early as possible, but no later than 3 days after the publication of this notice.
