- ****SEE GOVERNMENT-WIDE NUMBERED NOTE 1**** The 77th Aeronautical Systems Group, 77th AESG/PSK, intends to solicit, and award a 100% small business set-aside Firm Fixed Price (FFP) contract(s) for Research and Development in the Physical, Engineering, and Life Sciences for the design and delivery of the Aircrew Helmet Noise Reduction (AHNR) system. The AHNR system is an integrated helmet noise reduction system which will effectively reduce noise in all phases of flight in multiple platforms and crew positions that require use of the Air Force HGU-55/P and HGU-56/P helmets. This system will be designed and configured for mounting in the HGU-55/P and HGU-56/P helmets as direct replacement for the standard headsets used in these helmets. A quantity of 30 each Production Representative AHNR systems is required to be delivered approximately fourteen (14) months from date of contract award(s). FOB: Destination. Offeror(s) shall provide support during Government conducted independent Operational Utility Evaluation (OUE) which includes validation and verification testing as well as form, fit and function testing at a designated Government facility for the delivered Production Representative AHNR systems. The application of the Lowest-Price Technically Acceptable (LPTA) technique will be used to evaluate this procurement. The Government reserves the right to make one, multiple awards, or none based on the quality and quantity of proposals received and/or funding availability for this program. It is anticipated that the Request for Proposal (RFP) will be released on or about 5 Dec 2006. Any concerns regarding this acquisition may be directed to the Contracting Officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.
