Description
1. The Cryptologic Systems Group (CPSG), Special Projects Directorate at Lackland AFB, TX is developing a new generation of TT&C cryptographic devices to meet the needs of national security space programs and the Cryptographic Modernization (CM) program. These new devices will be used to protect satellite and ground station command uplinks and telemetry downlinks from disruption or exploitation by non-authorized parties. The Cryptologic Systems Group's Special Projects Directorate (CPSG/ZJ) is the developing program office assigned with the task of acquiring these cryptographic devices to support the modernization of Space TT&C for both satellite and ground control stations. 2. CPSG intends to award a single contract to modify an existing Crypto-Modernized terrestrial re-programmable COMSEC product, with options for production and software maintenance and support. The purpose of the GOE I1 program is to ensure continuation of the current ground TT&C capability. This will be accomplished by producing a NSA Type 1 certified ECU and, if required, any other hardware/software (ancillaries) that may be necessary to meet the legacy replacement requirements. The GOE I1 will be based on a modified version of an existing NSA Type 1 certified ECU with Cryptographic Modernization features. The GOE I1 will be reprogrammable and able to implement GOODSPEED, INSCOE, INY, CARDHOLDER and BELSHAZZAR (PEGASUS) algorithms. 3. The estimated release date for the Request for Proposal is 21 November 2006. This requirement was previously identified via Sources Sought synopsis dated 13 December 2005, RFI Questionnaire #1 dated 16 February 2006, RFI Questionnaire #2 dated 4 May 2006, and RFI Questionnaire #3 dated 28 September 2006. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsmen, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in the acquisition RFP and contract.
